The Street Transportation Department Floodplain Management Group within the City Engineer's Office has a vacancy for a Civil Engineer II position. This position performs civil engineering work at the intermediate level under the supervision of a professional civil engineer. The Civil Engineer II is responsible for the review of civil construction plans for compliance with city codes, ordinances and policies. An understanding and knowledge of civil engineering principles related to grading and drainage, paving, water and sewer systems, drainage facilities, plats and storm water management is necessary.

The Civil Engineer II position performs detailed review of building diagrams, blueprints, sketches, plans, and specifications for compliance with the Federal Emergency Management Agency (FEMA), the City of Phoenix rules, and floodplain management stormwater policies and standards before issuance of any building permits for proposed building construction, land use, or building development modifications. Review and assess drawings and specifications to ensure compliance with flood-resistant design and construction requirements. Assisting the city inspectors with inspecting buildings during construction, alteration, or repair to ensure compliance with submitted plans and building code requirements for flood-resistant design and construction. It may involve inspecting sites before construction to assess plan feasibility and monitoring the construction process.

IDEAL CANDIDATE

  • Knowledge in Planning and Development Permits, Floodplain Management processes, and FEMA regulations.

SALARY

Pay Range: $63,044.80 to $118,872.80 annually.

Hiring Range: $63,044.80 to $84,468.80 annually.

MINIMUM QUALIFICATIONS

  • One year of experience in the practice of civil engineering work.
  • Bachelor's degree in civil engineering.
  • OR Two years of experience in civil engineering and a related engineering degree.
  • Other combinations of experience and education that meet the minimum requirements may be substituted.

Individuals must be physically capable of operating the vehicles safely, possess a valid driver's license and have an acceptable driving record. PREFERRED QUALIFICATIONS

The minimum qualifications listed above, plus:
  • Experience in flood mitigation studies, desired.
  • Experience with storm water design is ighly desirable.
  • Experience working effectively in a team environment.
  • Experience and understanding of FEMA, ADWR, CRS, ADEQ, and other regulatory bodies and policies, desired.
  • Experience in Residential/Commercial grading and drainage, roadway, distribution water system, and sewer collection system design.
  • Experience preparing reports, presentations, and professional recommendations on above items to department leadership, city management, elected officials, and the public.
  • One year of experience in reviewing development plans for compliance with FEMA.
  • Two years of experience demonstrating an understanding of floodplain management-related policies.
  • Two years of experience approving or disapproving plans, suggesting modifications, and returning plans for resubmissions.
  • Three years of experience in reading and interpreting Civil Engineering plans.
  • Three years of experience that demonstrates an ability to work effectively with deadlines.
  • Current Arizona Professional Engineer registration preferred.
  • Certification as a Floodplain Manager (CFM), desired.
