Summary

As a Client Planning Manager, you will provide strategic advice, recommendations, and solutions to and/or resolving complex issues for PBS clients.

Location of position: GSA, Public Buildings Service (PBS), Portfolio Management and Customer Engagement Division, in Region 8.

We are currently filling two vacancies, but additional vacancies may be filled as needed.

Duties

The major duties for this position include but are not limited to the following:

  • Proactively develops relationships across the client's national, regional, and field organizations, to strategically position GSA to facilitate accomplishment of the client's mission.
  • Research and maps the client's real estate decision making process - is able to identify the client's critical path, key decision makers and influencers to the process, and the variables customers evaluate in making workplace and portfolio decisions.
  • Leads and/or actively participates on cross-functional teams to develop the business strategy for the client and to identify strategic project requirements/occupancy needs early, through thorough upfront planning and collaboration internally to GSA and externally with the client, to ensure the planning manager is considering the client mission, while still optimizing the federal footprint and ensuring the best taxpayer value.
  • Gathers initial client requirements and is the client's point of contact prior to project initiation. Collaborates with the client to agree on alternate solutions, when necessary, prior to occupancy expiration on non-prospectus /prospectus level projects.
  • Prioritizes the customer projects that provide the best value to the federal government and taxpayer. Serves as the primary contact to the customer by taking ownership of his/her customer accounts; proactive in assessing customer needs. Manages customer and PBS expectations; is aware of customer's national initiatives and/or issues; and understands PBS policy/procedures to ensure information is provided to the customer.

The GS-13 salary range starts at $103,409 per year and varies by location.

To qualify at the GS-13: Applicants must have at least one year of specialized experience equivalent to the GS-12 level in the Federal service. Specialized experience is experience applying knowledge of market research, training techniques, customer service and business development concepts. Such experience must have included applying knowledge across all levels of client and customer interface for the purpose of developing new business markets; creating and maintaining new customer relationships; and developing, executing and monitoring strategic plans and business processes that align with program and agency goals and performance measures.

  • Advanced knowledge and skill in applying analytical and evaluative methods and techniques to issues and problem resolution strategies involving client agencies as it relates to up-front planning and the overall relationship management.
  • In-depth knowledge of account management including strategic account management methods, processes, and metrics and/or customer service standards and practices.
  • Overall technical knowledge of project planning, project management, prospectus development, realty practices, and asset management concepts, governing regulations, and program criteria to evaluate program activities and recommend changes to same based on the analysis and application of practices used within the industry, other agencies or other GSA offices.
  • Ability to utilize project planning and project management practices to make decisions or recommendations that significantly change important operational/public policies for the agency.
