The College of Veterinary Medicine invites applicants to apply for the position of Clinical Systems Administrator, Electronic Medical Record/Practice Management system. The primary purpose of this position is to plan, design, document, analyze, implement, and administrator the Veterinary Medical Center (VMC) Electronic Medical Record and Practice Management System (EMR) and serves as the lead technical administrator and project manager. The EMR system directly supports 550 faculty and staff and 400 vet students of the Veterinary Medical Center with its 38,000 cases/year and $22 million revenue stream. The EMR indirectly supports Veterinary Clinics that refer their patients to the VMC. This position will coordinate with CVM/VMC Clinical and Administrative faculty and staff to administer the EMR and support CVM's clinical, teaching, and research missions through effective system management. This position orchestrates with external vendors, contractors, and internal IT staff to direct technical solutions and oversee troubleshooting with the EMR and its integrations with the Lab Info System (LIS), Omnicell Supply Cabinets, and Radiology PACS. The Clinical Systems Analyst works closely with the technical and subject matter experts in each area to facilitate change management processes. This role requires a proactive approach to problem-solving as well as excellent organizational skills since it involves managing multiple aspects of technology that are crucial for the functioning of VMC's Clinical Departments in support of patient care. Failure to perform this role responsibly and correctly could result in system misconfiguration which may lead to patient harm.

Qualifications:

Typical Responsibilities:

  • Plan, design, document, analyze, implement, and maintain VMC clinical systems specifically for the Electronic Medical Record. Act as the lead technical administrator and project manager for the EMR system.
  • Independently work with CVM Administration, Veterinary Medical Center Clinical Services, Hospital Operations sections, Diagnostic Laboratory Services (DLS), and other CVM and VMC stakeholders to understand clinical workflows, operational procedures, and organizational policies to support planning, design, implementation, and optimization of the electronic health record.
  • Document requirements, plan, and implement electronic forms, templates, process workflows, drug/supply lists, medical diagnosis terms, medical and financial reports. Perform these duties during EMR setup and implementation phases as well as on an ongoing basis.
  • Work with CVM and VMC administration to establish and enforce governance and guidelines for EMR medical and financial processes. Use standard vocabularies for medical procedures, diagnoses, drugs, and supplies as determined by CVM/VMC Administration.
  • Act as the primary liaison between the EMR vendor and CVM for troubleshooting complex system issues. Oversee associated system integrations to ensure seamless functionality and strive for 24x7 up-time.
  • Manage day-to-day operations of the EMR system. This role will create/modify or terminate user accounts with the correct rights and privileges within the EMR. Minimum number of clinical faculty and staff EMR users is 350 FTE. There will be a minimum of 150 Vet Students rising to 250 Vet Students during the academic year.
  • Responsible for performing system testing, updates, troubleshooting and maintenance of the EMR clinical system.
  • Adopt a proactive approach to problem-solving. Identify areas for system improvement and develop plans to address them.
  • Implement security measures to protect sensitive medical data including patient records. Ensure compliance with State of Tennessee laws, University of Tennessee regulations, and other privacy laws. Ensure that the EMR system meets the needs and expectations of client/patients, providers, and regulators.
  • Project Manager Duties: Oversee EMR project development, implementation, and enhancements Creates, compiles, updates, and disseminates project documentation. Reviews progress, evaluates results, and updates management as appropriate. Exercises latitude to determine methods to reach project objectives of gathering business process information and implementing it in new EMR system.
  • Mentors and provides work direction to VMC faculty, staff, and students to facilitate the design and implementation of workflow processes in the EMR system.
  • Train new end-users on how to effectively use the healthcare IT infrastructure. Coordinate and conduct on-going training sessions for end-users to ensure they are proficient in system use. Develop detailed documentation of system design, testing plans, and user manuals as needed.
  • Provide technical support to VMC faculty, staff, and students encountering EMR system issues.
  • Independently develop system training materials and standard operating procedures.
  • Spearhead collaboration within CVM Information Technology Teams and other units at UT to analyze, design, develop and implement new systems, software packages, custom reports, and other clinical systems integrations such as LIS, PACS, and Omnicell in support of the Veterinary Medical Center's clinical operations.
  • Remain current in all areas of expertise by attending trainings and seminars, both in person and on-line.
  • Performs other duties as required including support of the Veterinary Medical Center 24x7x365 operations.


Minimum Qualifications:

  • Position requires a bachelor's degree in a related technology or medical field AND two year(s) of professional experience. Any combination of relevant education and experience may be substituted for the educational requirement on a year-for-year basis up to six years.


Preferred Qualifications:

  • Experience supporting and\or implementing an electronic medical record system
  • Experience collecting user requirements, translating to system feature enhancements, and requesting enhancements
  • Familiar with health system processes, business process analysis, and technical support best practices
  • Experience training customers with systems and developing standard operating procedures
  • Health informatics Degree or Certification
  • Experience with relational database systems and a working knowledge of SQL
  • Experience working in a medical environment, human or veterinary
  • Experience working in a higher education/university environment.


The Veterinary Medical Center is operational 24 hours a day, 7 days per week, and 365 days per year. Occasional weekend, evening, or holiday work may be required of this position.
