The College of Veterinary Medicine invites applicants to apply for the position of Clinical Systems Administrator, Laboratory Information System. This position's primary purpose is to plan, design, document, analyze, implement, and maintain Veterinary Medical Center (VMC) clinical systems as the lead technical administrator and project manager for the Diagnostic Laboratory Services (DLS) Laboratory Information System (LIS). This LIS system directly supports 100 Diagnostic Laboratory Service faculty and staff with its 62,500 lab test accessions/year and $4 million in revenue. The LIMS will indirectly support the Veterinary Medical Center and its 550 Faculty and Staff, 400 Vet Students, and Veterinary Clinics across the world that send in lab samples. This position will coordinate with CVM/VMC/DLS Clinical and Administrative faculty and staff to administer the LIS in support of CVM's clinical, teaching, and research missions through effective system management. This position orchestrates with external vendors, contractors, and internal IT staff for technical solutions and troubleshooting with the LIS and its integrations with the EMR and laboratory instruments. This role requires a proactive approach to problem-solving as well as excellent organizational skills since it involves managing multiple aspects of technology that are crucial for the functioning of VMC's Diagnostic Laboratory Services. Failure to perform this role responsibly and correctly could result in system misconfiguration which may lead to patient harm.

Qualifications:

Typical Responsibilities:

  • Collaborates with the CVM Administration, Veterinary Medical Center Clinical Services, Hospital Operations sections, Diagnostic Laboratory sections and other CVM and VMC stake holders to document requirements, plan and implement electronic forms, templates, process workflows, define laboratory tests, results, and reference values lists, medical and financial reports, and other clinical and practice management functionality in the LIS system. Performs these duties during LIS setup and implementation phase and on an ongoing basis.
  • Works with CVM and VMC administration to establish and enforce guidelines and structure for LIS medical and financial processes. Uses standard medical vocabularies for laboratory tests, results, and supplies with input from CVM/VMC/DLS Administration.
  • Manages the day-to-day operations of the LIS and associated system integrations e. g. outgoing results reports via email and fax, connectivity between instruments, middle-ware, and LIS, and connectivity to the EMR. This role will create/modify or terminate faculty/staff/student user accounts with the correct rights and privileges within the EMR. There will be approx. 75 FTE CVM employees directly using the system.dd
  • Serves as the primary liaison between the LIS vendor and CVM for troubleshooting complex system issues, implementing updates, or integrating new technologies. Identify areas for system improvement and develop plans to address them.
  • Implement security measures to protect sensitive medical data, including patient records, in compliance with State of Tennessee laws, University of Tennessee regulations and other privacy laws.
  • Ensure that the LIS system meets the needs and expectations of client/patients, providers, and regulators.
  • Perform system testing, troubleshooting and maintenance of the LIS clinical systems as needed.
  • Project Manager Duties: Oversees projects related to LIS development or enhancement. Creates, compiles, updates, and disseminates project documentation. Reviews progress, evaluates results, and updates management as appropriate. Exercises latitude to determine methods to reach project objectives of gathering business process information and implementing it in LIS system.
  • Mentors and provides work direction to VMC/DLS faculty, staff, and students to facilitate the design and implementation of workflow processes in the LIS system.
  • Trains new end-users on how to effectively use the healthcare IT infrastructure. Coordinates and conducts on-going training sessions for end-users to ensure they are proficient in system use. Develops detailed documentation of system design, testing plans, and user manuals as needed.
  • Provides technical support to VMC faculty, staff, and students encountering LIS system issues.
  • Works with CVM IT Team when troubleshooting complex system issues in particular the LIS and associated integrations with the EMR and laboratory instruments.
  • Independently develops system training materials and standard operating procedures.
  • Spearheads collaboration within CVM Information Technology Teams and other units at UT to analyze, design, develop and implement new systems, software packages, custom reports, and other clinical systems integrations with the LIS in particular new lab instruments, and the interface with the EMR in support of the Diagnostic Lab Service's clinical operations.
  • Remains current in all areas of expertise by attending trainings and seminars, both in person and on-line.
  • Performs other duties as required including support of the Veterinary Medical Center 24x7x365 operations.


Minimum Qualifications:

  • Bachelor's degree in information technology, information systems, project management, life science (biology, microbiology, chemistry, etc.), medical technology, or related field. Any combination of relevant education and experience may be substituted for the educational requirement on a year-for-year basis.


Preferred Qualifications:

  • Experience working in a healthcare office or hospital environment, human or veterinary.
  • Experience working in a higher education/university environment.


The Veterinary Medical Center is operational 24 hours a day, 7 days per week, and 365 days per year. Occasional weekend, evening, or holiday work may be required of this position.
