NY HELPS
This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS).
For the duration of the NY HELPS Program, this title maybe filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply. At this time, agencies may recruit and hire employees by making temporary appointments. In June 2024, if a temporary NY HELPS employee is satisfactorily performing in the position, the appointment will be changed from temporary pending Civil Service Commission Action to permanent non-competitive and the official probationary period will begin.
At a future date (within one year of permanent appointment), it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.
NON-COMPETITIVE MINIMUM QUALIFICATIONS:
A current certification as a Code Enforcement Official pursuant to Title 19 NYCRR, Part 434 or Part 1208 AND a bachelor's or higher degree in architectural engineering, architecture, civil engineering, construction technology, electrical engineering, fire protection engineering, fire protection technology, or mechanical engineering AND three years of full-time qualifying experience OR an associate degree in architectural engineering, architecture, civil engineering, construction technology, electrical engineering, fire protection engineering, fire protection technology, or mechanical engineering AND five years of full-time qualifying experience as described below; OR seven years of full-time qualifying experience as described below. Qualifying experience is defined as the enforcement, inspection, development, or teaching of building or fire codes; or the design of buildings in a position such as a specifications writer, draftsperson, architect, or engineer.
An associate degree in a related field can substitute for two years of specialized experience; a bachelor's in a related field degree can substitute for four years of experience; a master's degree in a related field can substitute for five years of experience; and a doctorate in a related field can substitute for six years of experience.
PREFERRED QUALIFICATIONS:
Prefer training experience including development and presenting training material to large groups.
Duties Description The Code Compliance Specialist 2 duties in Building Standards & Codes will include but are not limited to the following:
• Conduct formal investigation and refer the matter to Department of States Office of Administrative Hearings.
• Conduct audits for training requirements for Code Enforcement Officials and Building Safety Inspectors.
• Develop policies and procedures for the program.
• Work independently on course development, revisions, and updates by a specified deadline.
• Evaluate highly technical code and building construction issues; develop a detailed, comprehensive accurate response.
• Develop effective and comprehensible training programs.
• Ensure that the content of course materials is comprehensive, accurate, explains the material clearly and concisely, and is creative.
• Deliver training online and in large groups (300-400 students) to ensure that the training is delivered properly, accurately, and professionally.
• Mentor and collaborate with other Code Compliance Specialist 1 and/or 2 staff in their performance and presentation of the class material and provide guidance on how they can improve their delivery and meet the intended goals of the training.
• Review local laws and ordinances governing building construction.
• Assist in providing regional support across the state as assigned.
o In the form of training.
o Technical assistance.
o Potentially direct enforcement is provided as assigned.
• Provide support and direct staff in the form of:
o Training
o Plan reviews
o Inspections
o Respond to questions concerning the proper application of the codes and similar activities and ensure they are technically accurate and are provided in an effective manner.
