General description

The Property Tax Assistance Division (PTAD) provides technical assistance to local governments and taxpayers on property tax issues but does not grant jurisdiction to intervene in local tax matters. PTAD is split into four areas, allowing the Division to offer technical assistance and implement statutory requirements in many innovative ways. The areas are outreach and support, education and communications, field appraisals, and data analysis. Apply to become a part of this great innovative Division. This position is critical to the division's ability to provide information on the education needs of and opportunities for tax professionals.

This position may be eligible for a flexible/hybrid work schedule if certain conditions are met; working arrangements may change at any time as business necessitates.



Qualifications:

Education:

Graduation from an accredited college or university with a bachelor's degree.

• Complete copies of college transcripts must be furnished to the divisional hiring representative at the time of the interview for positions requiring a college degree, and/or specific educational credits.

Preferred Education:

Graduation from an accredited college or university with a Bachelor's degree or Master's degree in business, communications, education, English, government, public policy, or a related field.

Experience:

• Four (4) years of experience developing, editing, and/or revising publications, forms, website content, and/or training materials.

• Two (2) years of experience providing customer service and conducting research.

• Two (2) years of experience using Microsoft Office, Adobe Acrobat Pro and online training tools such as learning management systems, Articulate, Testmoz, Quizlet, and/or Kahoot.

Preferred Experience:

• Two (2) years of experience working in the Texas property tax system.

• Hold an active RPA or RTA.

• Experience researching and citing legal statutes and professional texts.

• Experience in government in a state agency, local government entity or legislative office.

• Experience reviewing legislation.

Substitution: One (1) additional year of full-time work experience developing property tax online training or webinars may substitute for thirty (30 semester hours) of the required education with a maximum substitution of 120 semester hours (four years.)

In this role you will:

• Oversees and participates in the review and approval process of core educational courses and continuing education programs for property tax professionals. Communicates program objectives, goals and deadlines.

• Assists with the performance evaluation of instructors. Serves as the liaison between division and industry professionals. Approves educational programs relating to the property appraisal and tax administration published by professionally recognized industry organizations. Maintains lists of approved educational courses, instructors, and continuing education programs. Safeguards confidential program information.

• Plans and implements effective core and continuing education programs. Coordinates and consults with industry organizations and division staff in the development of training opportunities, methods and procedures. Develops training materials for delivery using on-line videos, webinars, publications, email communications, and other tools. Oversees the production and completion of these communication tools. Resolves problems, identifies training needs and assesses training effectiveness. Conducts quality review and evaluates program and departmental goals.

• Develops and reviews property tax manuals, educational and division informational materials. Reviews, verifies and edits citations to include all applicable laws, rules, and manuals referencing generally accepted appraisal practices. Collaborates with subject matter experts and other divisions. Provides legislative review and analysis for purposes of implementation and may provide bill analysis.

• May consult with public and private groups involved in education and customer service activities to resolve problems, identify training needs, and discuss program effectiveness. Promotes creativity and professionalism among division staff on education and customer service provisions.
