About The Division

Join the Contract Administration & Procurement division as a Planning and Large Procurement Supervisor! Work involves coordinating research, planning, and initiation of diverse projects at various levels of completion; monitoring the progress and schedule of projects; and communicating with project stakeholders, management, and other relevant parties. Directs, assigns, and evaluates the work of project staff.

Agency standard work hours are Monday through Friday from 8am to 5pm, 40 hours per week with occasional evening and weekend hours. Hours are subject to change based upon business need or division determination.



Qualifications:

Minimum Qualifications

• Bachelor's degree

• 8 years of experience in a project management occupation, of which at least 3 years were in a public sector role.

• 5 years of experience supervising staff.

• Experience with Purchasing related modules in CAPPS (Centralized Accounting Payroll/Personnel Systems).

Preferred Qualifications

  • Bachelor's degree in business, Public Administration, Supply Chain Management, Project Management, Procurement, Computer Science, or Law.
  • 5 years of experience in purchasing, specification development, planning, scheduling, and buying products, supplies, and services which are highly technical.
  • Experience managing high value projects or conducting procurements (especially Information Technology).
  • Experience of effectively managing complex projects, working with large teams, and coordinating/directing teams.


Substitutions

  • One additional year of experience performing supply chain management, procurement, contract management/monitoring, or auditing work may substitute for thirty semester hours of educational requirement with a maximum substitution of 120 semester hours (four years).
  • Certification as a Certified Texas Contract Manager (CTCM) or Certified Texas Contract Developer (CTCD) may substitute for one year of the required experience or thirty semester hours (one year) of educational requirement but may not substitute for both experience and education.


Licenses and Certifications

• Required Certifications: Certified Texas Contract Developer (CTCD).

• Preferred Certifications: Project Management Professional (PMP).

• Must obtain Certified Texas Contract Manager (CTCM) within 6 months of hire.

SUMMARY OF PHYSICAL REQUIREMENTS

Employees are required to use their personal mobile phones as a part of 2 factor/multi factor authentication for accessing CPA systems securely. You will also receive critical/emergency calls/texts on your cell phone to ensure immediate communication.

In this role you will:

• Supervises purchasing, business analyst, and sourcing staff which research, oversee, organize, and manage planning and execution of large and complex CPA procurements and contracts.

• Manages staff handling key projects and solicitations from initiation to contract award and execution (where applicable). This includes coordinating and reporting on tasks which are the responsibility of other internal stakeholder divisions.

• Oversees and coordinates interactions between CPA divisions, Legal, Budget, ISO, and CAO relating to the acquisition and entry of key procurement data and approvals for the planning, procurement, contract formation, and award.

• Investigates and resolves procurement issues.

• Monitors legal and regulatory requirements related to CPA procurement transactions.

• Ensures all procurement files contain required data and documentation fulfil statutory requirements and are audit ready.

• Oversees the development of project procurement, and contract administration plans including strategy definition, project forecast allocation, timelines and milestones, and contingency planning.

• Monitors and manages project quality and cost to ensure that project deliverables are acceptable, fulfill the terms of the project contract or specifications, and are completed within budget.

• Supervises the objective research and documentation of goods, services, and solutions for agency needs as directed.

• Oversees the automation of Contract Administration and Procurement Division and business partner stakeholders.

• Prepares requirements, specifications, and strategic guidance of automation, including its relationship and interfaces to other automation systems such as CAPPS.

• Provides technical assistance or guidance as needed to assist customers.

• Assists in the preparation of bid/offer/proposal specifications and performs other related duties as assigned.
