General description

The Property Tax Assistance Division (PTAD) provides technical assistance to local governments and taxpayers on property tax issues but does not grant jurisdiction to intervene in local tax matters. PTAD is split into four areas, allowing the Division to offer technical assistance and implement statutory requirements in many innovative ways. The areas are outreach and support, education and communications, field appraisals, and data analysis. Apply to become a part of this great innovative Division.

For this position, PTAD is looking for someone skilled in reviewing and analyzing large data sets, performing basic mathematical calculations, using Excel, and conveying information effectively.

This position may be eligible for a flexible/hybrid work schedule if certain conditions are met; working arrangements may change at any time as business necessitates.



Qualifications:

EDUCATION:

Graduation from an accredited college or university with a bachelor's degree

PREFERRED EDUCATION:

Graduation from an accredited college or university with a bachelor's degree in accounting or business.

EXPERIENCE:

• Three (3) years of experience in accounting, auditing, or data analysis.

PREFERRED EXPERIENCE:

• Two (2) years of experience developing Access database applications or complex Excel spreadsheets.

SUBSTITUTION:

One (1) additional year of full-time work experience in accounting, auditing, or data analysis may substitute for thirty (30 semester hours) of the required education with a maximum substitution of 120 semester hours (four years).

In this role, you will:

• Analyze and evaluate electronic submissions of appraisal roll records and examines Reports of Property Value for accuracy and completeness. Analyze and adjust reports based on supporting documentation, historical information analysis and/or projections. Act as liaison with county appraisal districts, county tax offices, school districts, and special taxing jurisdictions on matters pertaining to the School District Property Value Study.

• Analyze and evaluates self-report protests and supporting documentation to determine whether to adjust values for certification to the Texas Education Agency. Prepare recommendations for authorized officials and updates database.

• Analyze and evaluate school district audit requests to determine whether to adjust values for recertification to the Texas Education Agency. Prepare and send audit correspondence, maintain logs, spreadsheets, and files.

• Maintain expertise in property tax laws and agency rules and procedures as they relate to Reports of Property Value and their audits. May analyze legislation for impact to program. May recommend and/or coordinate activities to increase program efficiency.

• May assist in developing policies and procedures. May test new systems.

• Attend training as required and may train others.

• Assist in data collection, organization, analysis, and preparation of materials for open records requests.

• Completes special projects. Performs other work-related duties as assigned.
