PURPOSE:
Responsible for contract liaison activities between Service Benefit Plan Administrative Services Corporation (SBPASC) and Blue Cross Blue Shield Association (BCBSA), the Shared Services agreement between SBPASC and CareFirst, and any additional contracts that may be executed in support of the organizations growth strategies while working to ensure contract compliance, issue resolution and risk mitigation. Responsible for the on-time delivery of contractual reports, Service Level Requirements (SLRs) reporting and annual budget/SLR deliverable in July. Facilitates effective contract operations responsibilities within other program objectives and requirements. The Manager will also hold responsibility for management and governance of the Shared Services Agreement with CareFirst Inc. Accountable for the annual SLR negotiations. Responsible for establishing and monitoring additional SLR reporting to include Corporate SLRs. Assists in the employment, training, motivation, and evaluation of assigned employees.

QUALIFICATIONS:
Education Level: Bachelor's Degree OR in lieu of a Bachelor's degree, an additional 4 years of relevant work experience is required in addition to the required work experience.
Licenses/Certifications:
Experience: 5 years contract management experience. 1 year supervisory experience or progressive demonstrated leadership

Salary Range: $112,480 - $208,791

ESSENTIAL FUNCTIONS:
- Responsible for establishing a contract governance discipline and knowledge within the organization and across all business units through the development and execution of a contract management vision and roadmap. Assignment of appropriate priorities and assurance that contractual obligations and deliverables are understood and completed on schedule.
- Preparing internal reporting on risks, creating presentations for management, and educating/formal training to teams and management on issues, policies and procedures related to the primary contract and other contracts, as applicable.
- Responsible for providing project support, which includes attending status meetings, facilitating the resolution of issues between BCBSA and SBPASC or Corporate Affiliates, reviewing content of Change Orders/Statements of Work to provide feedback for impact to the contract, facilitating outage requests that pertain to availability SLRs, creating and submitting project exceptions for missed project deliverables that were outside of the SBPASC control, and reviewing and submitting contractual documentation for projects, such as System Documentation Checklists, Project Closeout Reports and time reports.
- Manage team activities of individual contributors. Evaluate performance of each team member, generate development plans and set goals within the context of the corporate policy. Must also motivate, coach, counsel and develop team members within the context of the corporate policies. Ensure that staff has appropriate tools and training to accomplish goals; and manage the teams budget.

QUALIFICATIONS:

- Ability to provide contract compliant solutions with partners and functional teams.
- Proficient in Microsoft Office applications.
- Excellent communication skills both written and verbal.

- Must be able to meet established deadlines and handle multiple customer service demands from internal and external customers, within set expectations for service excellence. Must be able to effectively communicate and provide positive customer service to every internal and external customer, including customers who may be demanding or otherwise challenging.
