Do you have experience managing highly complex contracts? Do you enjoy working with stakeholders all over the state of Texas? We may have the perfect position for you! TxDOT's Aviation Division is looking for an Aviation Contract Specialist III, IV, or V, based in Austin, TX.
The Aviation Division helps cities and counties to obtain and disburse federal and state funds for relief and general aviation airports included in the 300-airport Texas Airport System Plan (TASP). The division also participates in the FAA State Block Grant Program, through which it implements a federal improvement program for general aviation airports.

Contract Specialist III
Salary Grade B20 $51,158 - $81,351
Performs highly complex contract duties to include developing, analyzing, evaluating, reviewing, processing, ensuring applicable compliance, inspecting, implementing or monitoring contracts. Work requires extensive contact with governmental officials and private entities. Employees at this level establish their own work plan and priorities to meet set objectives. Issues are rarely referred to the supervisor but are handled at the occurrence.
Contract Specialist IV
Salary Grade B22 $57,614 - $93,138
Performs advanced contract duties to include developing, analyzing, evaluating, reviewing, processing, ensuring applicable compliance, inspecting, implementing or monitoring contracts. Work requires extensive contact with governmental officials and private entities. Employees at this level establish their own work plan and priorities to meet set objectives. Issues are rarely referred to the supervisor but are handled at the occurrence.
Contract Specialist V
Salary Grade B24 $65,104 - $106,634
Performs highly advanced contract duties in direct support of agency transportation-related programs to include developing, analyzing, evaluating, reviewing, processing, ensuring applicable compliance, inspecting, implementing or monitoring contracts. Work requires extensive contact with governmental officials and private entities. Employees at this level establish their own work plan and priorities to meet set objectives. Issues are rarely referred to the supervisor but are handled at the occurrence.

Minimum Qualifications:
Education: Bachelor's Degree in Business Administration, Finance or related field.
Experience: Experience can be satisfied by full time or prorated part time equivalent.
Substitutions: Relevant work experience may be substituted for degree on a year per year basis OR related graduate level education may be substituted for experience on a year per year basis. Substitutions for Minimum Qualifications
Licenses and Certifications: Valid driver's license. This position requires driving a state vehicle.

Contract Specialist III
- Administer consultant selection process and professional service agreements, developing and managing professional services procurements, contracts, and budgets.
- Prepare and publish request for quotes.
- Execute Professional Services Agreements (PSAs) and Supplemental Agreements (SAs).
- Develop and manage construction contracts and budget.
- Assemble construction advertisement.
- Prepare and execute construction documents/contracts, change orders and SAs.
- Maintain project data and manage required documents in departmental systems.
- Provide exceptional customer service to internal and external stakeholders.
- Initiate final audits for assigned projects.
- Process vendor payments.
- Performs other job responsibilities as assigned.
Contract Specialist IV
All of the above and:
- Analyzes, interprets legislation and coordinates the development of policies and procedures to ensure compliance with Department and governmental regulations.
- May serve as a lead worker by serving as a resource for complex questions; presenting workflow and operational updates to the supervisor/manager; providing input on team members' career conversations; and approving leave requests to ensure operation coverage.
Contract Specialist V

- Develops plans for implementing new contract evaluation requirements.
- Acts as a consultant and provides technical assistance to plan, develop, implement and monitor contract compliance requirements.

- Converse with legal staff and management on various legal matters; inspects and reviews contracts for compliance with certification requirements, laws, regulations, policies, and procedures.
Physical Requirements and Working Conditions:
