Duties

As a Contracting Specialist, GS-1102-12, you will perform the following duties:

Plans the overall approach to meet contracting program objectives for procuring a wide variety of requirements. Performs market research/analysis to determine availability of the requirement; analyzes market trends, commercial practices, conditions and technological advances and determines the sources to be solicited. Determines appropriate method of procurement using a wide range of contracting methods and contract types. Selects appropriate contracting approaches, techniques, and procedures to solve a variety of acquisition problems. Analyzes contracting issues and recommends best course of action. Performs acquisition planning along with the program manager/customer, technical, legal, finance and contract pricing personnel to develop market research, acquisition strategy, milestones, evaluation/source selection criteria, and/or incentive or award fee provisions, as applicable. Exercises latitude in dealing with problems arising during the pre-award phase of the procurement action. Plans and carries out the work, selecting the approaches and techniques to be used, and determines actions to be taken on assigned contracts. Uses judgment in interpreting guidelines, in adapting procurement procedures to specific situations and in recommending solutions to problems encountered.

Procures a wide variety of services, commodities, and/or construction. Applies all statutory requirements including regulations, policies, procedures, business and industry practices, market trends, Government Accountability Office (GAO) and Comptroller General Decisions, public law, case law, and precedents to all acquisitions. Contracts assigned may contain a variety of unique attributes such as special handling provisions or other specialized terms and conditions, unfavorable market conditions, and limited competition or sole source requirements. Ensures the price schedule is properly structured, prepares the solicitation, determines sources to be solicited, issues solicitations and amendments, and determines the acceptability of offers based on an analysis of financial and technical information gained. Obtains and reviews subcontracting plans as required. Recommends the competitive range. Conducts any necessary conferences to discuss proposals received; performs price or cost analysis; plans and conducts negotiations on price, technical requirements, terms and conditions of the contract. Determines need for final proposal revisions. Recommends award. Prepares final contract to include appropriate standard clauses and special provisions, final pricing and payment terms, and incentives.

Executes post-award contract performance management actions on assigned contracts. Monitors and evaluates contractor performance for compliance with terms and conditions of contracts and ensures timely submission of technical progress reports and performance metrics. Makes field site visits to detect and/or correct labor standards violations, takes appropriate action to expedite delivery or performance when required by mission changes, monitors the contractors' use of government-furnished property inventories, and issues change orders as necessary. Obtains additional funds or de-obligates funds, as required. Negotiates and prepares contract modifications caused by changes in technical requirements, in quantities, ordering unpriced options, and similar issues. Creates modifications for corrective action. Analyzes price and cost elements of the proposed change(s) and obtains audits when required. Analyzes a wide variety of contract administration problems. Reviews contractor invoices for completeness, allowability, allocability, use of proper approved rates and conformance with contract terms and conditions, and approves/disapproves and certifies for payment.

Provides business advice and guidance to technical personnel and others on contracting work and prepares correspondence. Represents the interest of the organization in a professional manner in meetings and various contacts outside the agency on a variety of issues that often are not well-defined. Provides advice, guidance, training and assistance to technical or program personnel, functional commanders and/or contractors on contractual language, legal responsibilities, and acquisition and business related issues. Prepares letters, memoranda, documents, or reports that support contractual actions or recommendations. Researches and recommends appropriate action or interpretation of issues.

Performs other duties as assigned.

Requirements

Conditions of Employment

Federal employment suitability as determined by a background investigation. May be required to successfully complete a probationary period. Participation in direct deposit is mandatory.

May be required to travel by military or commercial aircraft in the performance of TDY assignments.

May be required to work overtime.

Required to handle and safeguard sensitive and/or classified information in accordance with regulations to reduce potential compromise.

The incumbent must meet the Defense Acquisition Workforce Improvement Act (DAWIA) requirements applicable to the duties of the position.

Contracting Level II required for assignment.

The incumbent must meet the continuing acquisition education requirements IAW DoDI 5000.66 paragraph E2.2.8.7.

The incumbent must obtain and maintain the appropriate security clearance. The applicant must possess or obtain a valid secret security clearance within three months of appointment according to Army or Air Force Personnel Security Program Management Directives

May be required to pass the Contracting Officer Review Board (CORB) and hold a warrant.

This position is designated as Essential Personnel and may be subject to duty in preparation for, or in response to, a state emergency or disaster declaration. This designation will not exceed 14 calendar days per year unless otherwise approved in advance by the TAG.

** Incumbent is required to submit a Financial Disclosure Statement, OGE-450, (5CFR Part 2634, Subpart I USOGE, 6/08). Executive Branch Personnel Confidential Financial Disclosure Report upon entering the position and annually, in accordance with DoD Directive 5500-7-R, Joint Ethics Regulation, dated 17-Nov-2011.

Prior to official appointment, the candidate/employee may be interviewed by a Contracting Officer Review Board (CORB) and, if interviewed, must pass the Board's contracting program scenario-based questions in regard to specialized experiences and competencies that will allow him/her to become a Warranted Contracting Officer in order to continue through the final personnel processing validation activities for official appointment as the GS-1102-12 Non-supervisory Contract Specialist.

Qualifications

GENERAL EXPERIENCE: All on-board Title 5 Excepted Service employees assigned to Series GS-1102 positions, must be certified at the next higher grade-level before considered as eligible for merit promotions to that level; and, must have a minimum of one year on-the-job experience in the grade immediately below the next higher level. However, a new hire applicant must have competent experiences that are commensurate/equivalent to the contracting program business with demonstrated understandings of the complex principles and concepts defined by the NG Title 5 Excepted Service Series GS-1102 positions.

SPECIALIZED EXPERIENCE: Must meet positive education requirement. To qualify, candidate must have Level Two Certification awarded. Must have at least 12 months of broadening contracting experiences and competencies that provided an expanded expertise in contracting principles and procedures to include the following tasks: Developing and Negotiating Positions, Advanced Cost/Price Analysis, Contract Termination, and Procurement Policies. The employee must complete the Level Three Certification within 24 months of appointment to the GS-1102-12 non-supervisory position.

Education

You must meet the following Education requirement to qualify for this position:

1. A Bachelor's Degree from an accredited educational institution authorized to grant baccalaureate degrees.

AND


2. At least 24 Semester Hours in any combination/restricted to the following studies: Accounting, Business, Finance, Law, Contracts, Purchasing, Economics, Industrial Management, Marketing, Quantitative Methods, or Organization and Management.

Knowledge of a wide range of contracting methods and contract types sufficient to perform pre-award, post-award, and price/cost analysis functions.

Knowledge of negotiation techniques and technical requirements sufficient to procure complex and/or diversified services, commodities, and/or construction.

Knowledge of contract administration sufficient to monitor a group of diverse contracts, understanding quality assurance, inspection, acceptance, and corrective action terms and conditions.

Knowledge of contract termination procedures sufficient to recommend or determine allowable costs, profit to be allowed, disposal of government property, and similar issues and to negotiate settlements with contractors.

Knowledge of contract cost analysis techniques sufficient to gather and evaluate price and/or cost data for a variety of pre-award and/or post-award procurement actions.
