Introduction

The Department of Health Services (DHS) , Division of Medicaid Services (DMS) is recruiting for an Include, Respect, I Self-Direct (IRIS) Contracts Specialist in the Bureau of Quality and Oversight (BQO).

This position offers the option to work remotely up to 5 days per week and is headquartered at 1 W. Wilson St. in Madison or 141 N.W. Barstow St. in Waukesha depending on the preference of the selected candidate, space availability at the respective location and the needs of the position. This schedule may vary based on training or operational need.

Position Summary

As the IRIS Contracts Specialist, you will be responsible for providing state oversight of programs that demonstrate consumer-responsive ways of reforming the health and long-term care systems. As part of the Program Oversight Team, this position provides program and administrative support to IRIS Contractors, internal and external partners, and other providers of Department programs and services in ensuring individuals have access to all needed supports and services, and to ensure coordination, communication and collaboration among entities so that the use of federal and state resources are used in the most cost-efficient and effective manner. The position provides administrative consultation in quality improvement activities, compliance with performance and outcome standards to assure that services are available, and accessible to all enrollees.

Salary Information

The starting pay is between $36.00 and $40.00 per hour (approximately between $74,900 and $83,200 per year), depending on qualifications, plus excellent benefits. A 12-month probationary period is required.

Pay for current or former state employees will be set based on the rules that apply to compensation for the applicable transaction. This position is classified as a Contracts Specialist - Advanced and is in pay schedule and range 07/03.

Job Details

All applicants who may be appointed to this position will be required to allow DHS to conduct a background check to determine whether the circumstances of any conviction may be related to the job being filled.

For positions that do allow remote working flexibility, working outside of Wisconsin or in bordering cities will not be allowed except in extremely limited circumstances due to the need to report to an office location in Wisconsin on short notice.

Employees must have access to both a private workspace and secure high-speed internet for remote work option. Mileage reimbursement to the employee's headquarter location is not provided. Remote work flexibility will be discussed in more detail during the interview process.

DHS does not sponsor work visas for this position, thus, in compliance with federal law, selected candidates will be required to verify eligibility to work in the United States by completing the required I-9 form upon hire.

Qualifications

Minimally qualified applicants will have all of the following:
  • Experience with Medicaid managed care or long-term care service delivery systems.
  • Experience with policy analysis or development.
  • Experience preparing and presenting materials on a variety of policy, system, or administrative related issues, in a variety of forums, such as internal and external meetings, training sessions, conferences or seminars.
  • Experience with contract management (e.g. developing contracts, reviewing for compliance, evaluating reporting measures, meeting contractual deadlines, etc.).
Well-qualified applicants will also have one or more of the following:
  • Experience working in a government or health care organization or system.
  • Experience working with the IRIS program or the Family Care program.
  • Experience collaborating with members of Wisconsin's healthcare industry on policy issues (e.g., health care providers, provider associations, Medicaid members, public officials, etc.).
