This vacancy will be in the Division of Facilities Development, Bureau of Capital Budget and Construction Administration located at the DOA Administration Building: 101 E. Wilson Street, Madison, WI 53703.

Position Summary

This is a contract specialist position that is part of our Division of Facilities Development team and will play an important role in ensuring the project delivery mission is executed! They will be responsible for coordinating the development of architect, engineering, and construction contracts. Duties include assisting in evaluating bid letting procedures and requirements, drafting contract language, determining reporting requirements, monitoring vendors and contractors for compliance with contract requirements, and reviewing policies and procedures to recommend alternatives and improvements.

We are seeking a motivated individual with strong communications skills that will work as part of a team that seeks to provide the best service to both our internal and external customers!

Salary Information

The Contracts Specialist level is in schedule-range (07-05) with an hourly salary between $22.00 and $26.58 and the Contracts Specialist-Senior level is in schedule-range (07-04) with an hourly salary between $26.00 and $30.00, plus excellent benefits. Pay for current state employees will be set in accordance with the Wisconsin State Compensation Plan.

Job Details

Due to the nature of the position, DOA will conduct background checks on applicants prior to selection. DOA does not sponsor work visas. All persons hired will be required to verify identity and eligibility to work in the United States, and to complete the required employment eligibility form.

This position is Limited Term Employment (LTE) and is limited to 1,039 hours in 26 consecutive pay periods (1 year).

Wisconsin residency is required for Limited Term Employment positions.

Limited Term Employment (LTE) positions are not civil service classified positions, do not give any rights to permanent civil service classified positions and do not lead to permanent status.

Certain positions within this Department may allow remote/work from home flexibility for a portion of their work schedule, depending on the needs of the position and the work unit. This topic and any remote work flexibility that may be available will be discussed in more detail in the interview process.

Qualifications

Qualified applicants will have education, training, or experience:
  • Contract review and interpreting and applying administrative rules (e.g. compliance review, auditing, analyzing, review and application of state statute and policy in contract materials, or similar)
  • Communication skills and organizational skills (e.g. developing working relationships, developing written materials, negotiation, conflict management, time management under challenging deadlines or similar)
  • Administrative skills (e.g. proficiency in the use of Microsoft Word, Excel, and Outlook, or similar)
Candidates at the senior level will have experience in :
  • Contract development
  • Monitoring vendors for compliance (document execution, deadlines, insurance)
  • Process improvement (identifying opportunities to improve processes, policy implementation, or similar)
