Under supervision, of the Staff Services Manager I in the Cooperative Programs Section, and the general oversight of the Staff Services Manager II, Chief of the Cooperative Programs Section, the Staff Services Analyst (SSA), Cooperative Programs Analyst has the primary responsibility to perform duties pertaining to the Department of Rehabilitations (DOR) contract management, contract administration and monitoring, community partnerships, and support of field staff as it relates to cooperative program functions.

In addition to being a member of the DOR's Cooperative Programs Section, this professional will also work in collaboration with staff from the California Department of Education (CDE), local education agencies, California community colleges and universities, state and local mental health agencies, consumers, and other sections, divisions, and districts within DOR. On an increasingly responsibly basis, the Cooperative Programs Analyst performs standard program analysis, contract development and implementation, and program monitoring functions. This requires specialized knowledge of the DOR, cooperative and case service contracts, and interagency agreements.

With close mentorship, the Cooperative Programs Analyst will support various statewide and DOR district programs providing vocational rehabilitation services for DOR consumers, working closely with local DOR district staff to ensure cooperative contracts meet local district and consumer needs. Approximately 25% travel is required for this position to perform the essential job functions of a Cooperative Programs Analyst.

Essential Job Functions:

•35%- Fiscal Compliance: Assist with the evaluation, analysis, and general monitoring of program fiscal compliance. Perform technical staff work, which will include general monitoring and analysis of cooperative contract fiscal data and contract expenditures and processing invoices for payment. With support, gather and analyze information regarding case services expenditures, budget expenditures, services, and program outcomes. Work in collaboration with internal stakeholders, including DOR Budgets and Accounting Sections.

•20%- Contract Oversight: Assist section AGPA staff with analysis and aid in development, administration, oversight and monitoring of cooperative programs and contracts resulting in services for DOR consumers. This may include facilitating h program reviews, participating in local DOR/program meetings, monitoring program outcome, assisting in the negotiation of contracts, ensuring services are provided appropriately and within state and federal regulations, and assistance in development and oversight of local and statewide memorandums of understanding (MOU's) and interagency agreements (IA's).

•15%- Collaboration and Outreach: Collaborate with the establishment, management, and maintenance of cooperative relationships with interagency, community, and contracted cooperative partners; including identification and analysis of issues and bringing issues forward to section AGPAs and management staff. Coordinate with other staff within the Cooperative Programs Section as well as other sections and divisions within the Department. Work collaboratively with external stakeholders and state level partners.

•15%- Technical Assistance: Consults with and provides technical assistance to local DOR and contract agencies regarding all aspects of cooperative programs (e.g., contract invoicing, documentation, monitoring, service provision) as needed or requested. Support section AGPAs with analyzing training needs. Assist in developing, and providing training to local DOR staff, education agencies, county mental health, community rehabilitation programs, and other local and state partners regarding all aspects of cooperative programs. Provide support to peers within the Cooperative Programs Section and other sections and divisions within DOR.

•10%- Special Projects: Support with research, coordination, and completion of special projects as directed by Cooperative Programs Section management. Prepare and present reports and oral presentations and participate in internal workgroups.

Marginal Job Function:

•5% - When requested, and in concert with cooperate with the coordination of, attend, and participate in, state- and local-level meetings, workgroups, and committees relative to cooperative programs or DOR grants and initiatives. Performs other related duties, as assigned.
