Coordinator of Emergency Management

The Coordinator of Emergency Management for Planning and Training facilitates emergency preparedness planning and emergency response training for the University community. The incumbent will coordinate emergency plan development and implementation for the institution, in addition to the development of individualized plans and site surveys for relevant departments, venues, and special events. The Coordinator will identify and provide training on crisis and emergency procedures for members of the University community, including but not limited to, civilian response to armed intruder incidents. The incumbent will serve in a back-up on-call capacity, responding to any actual or potential emergency involving the University community as needed. The Coordinator reports to the Director of Emergency Management, Threat Assessment, and Emergency Communications.

Duties and Responsibilities:

Planning

  • Coordinates, develops, and implements all emergency plans for the institution
  • Coordinates and develops individualized emergency plans for departments, venues, and special events, as requested or directed
  • Conducts site surveys of buildings, offices, venues, and special events, as requested or directed, for risk analysis and hazard mitigation
  • Partners with the Office of Environmental Health and Safety to ensure relevant safety considerations in the development and implementation of emergency plans
  • Partners with Office of Environmental Health and Safety and laboratory coordinators on research continuity and mitigation strategies
  • Provides guidance and expertise for members of the University community related to emergency planning, mitigation, and response


Training

  • Develops and coordinates training and exercises programs, of varying levels of complexity, for the University's executive leadership, Emergency Operations Center (EOC) team members, Department of Public Safety personnel, and other University personnel who will respond during times of crisis and emergency
  • Identifies, develops, and implements training on crisis and emergency procedures for members of the University community, including but not limited to, civilian response to armed intruder incidents
  • Partners with the Office of Environmental Health and Safety on training for emergencies related to the laboratories and other specialized spaces
  • Partners with Hamilton County Office of Emergency Management (HCOEM) and the Tennessee Emergency Management Agency (TEMA) for preparedness and training activities


Support

  • Assists in the overall operations of the Office of Emergency Management
  • Assists in the overall operations of the Threat Assessment program
  • Serves in a standby on-call capacity, responding to any actual or potential emergency involving the University community as needed and directed
  • Serves as a member of University's committees including the Emergency Operations (EOC) Team, as well as on other Department, Division, and University committees as requested or assigned


Other

  • In the absence of the Director of Emergency Management, Threat Assessment, & Emergency Communications and the Associate Vice Chancellor for Public Safety & Chief of Police, serves as the Emergency Operations Center (EOC) manager during a crisis or emergency, as well as serves as liaison to local, state, and federal agencies for crisis or emergency situations
  • Serves as Campus Security Authority as outlined by the Clery Act
  • Performs other Office, Department, Division, and/or University duties as assigned


The ideal candidate will possess the following:

  • Skilled at facilitating group activities and discussions
  • Ability to lead and influence internal and external people/teams both in prevention, preparation, and crisis/emergencies
  • Knowledge of emergency management, including the National Incident Management System and Incident Command
  • Knowledge of and/or ability to learn the public safety related software and equipment
  • Excellent verbal and written communication skills
  • Considerable knowledge of principles of management, organization, administration, budgeting, and fiscal planning and control, examples include supervision of law enforcement, emergency services supervision, or military planning and communications
  • Instructor level certifications in public safety disciplines with significant instructional experience also preferred

Minimum Qualifications: Requires a bachelor's degree in emergency management or related field and four years of relevant experience, including 1-3 years' experience in emergency management, developing emergency plans, and/or conducting emergency preparedness training; or an equivalent combination of education, experience, and training.

A valid driver's license is required. Applicable certifications may be required.

Preferred Qualifications: Advanced degree; meets the state local emergency manager requirements and/or is a Certified Emergency Manager (CEM); and emergency management experience in a higher education environment is preferred.
