Job Description

SUMMARY DESCRIPTION:

Under direction of the director of Student, Family and School Services (SFSS)coordinates and provides leadership for countywide family outreach programs and services that build the capacity of schools to support family engagement. Provides leadership and staff development training for administrators, specialists, school staff, and parent community and service workers. Collaborates with other departments and offices in the design of parent materials, workshops, and presentations to support the Pre-K-12 curriculum and instructional program, as well as the well-being safety and security of families. Communicates with school personnel, parents, and community leaders to present information regarding the curriculum, instructional programs, community resources and community partnerships.

CERTIFICATE LICENSE:

Must meet Maryland Certification requirements for supervisors and principals or Administrator 1 (or Administrative/Supervisor coursework leading to Administrator 1 certification with time determined by MSDE guidelines) and in the assigned discipline.

KNOWLEDGE, SKILLS, and ABILITIES:

Thorough knowledge of current research and the principles, practices, and procedures of various family outreach program models. Ability to work collaboratively with school system staff, county staff, Parent Teacher Association groups, business, and community groups focused on student learning and academic achievement. Extensive knowledge of training and staff development strategies and of varied programs models; extensive knowledge of the curriculum and instructional programs; infuse technology to support parent outreach and use computer applications as office tools; thorough knowledge of local policies and procedures, MCPS and MSDE testing procedures, state and federal laws related to schools. Ability to support the preparation of papers and presentations for the superintendent and Board of Education. Ability to assess program needs and plan program implementation. Excellent planning, organization, management, written and oral communication, and human relation skills required.

EDUCATION, TRAINING, and EXPERIENCE:

Master's degree from an accredited college or university in education, curriculum, school administration, or related field. Three years of outstanding classroom experience required; administrative, supervisory or project management experiences desirable. Demonstrated leadership and broad experience in developing parent outreach programs; and experience working effectively with diverse staff, students, parents, and community groups. Other combinations of applicable education, training, and experience, which provide the knowledge, abilities, and skills necessary to perform effectively in the position, may be considered.
