About the Position:

This position is located in the Department's Public Health Services division, School Health Services program. This position reports directly to the Senior Administrator for School Health Services and directly supervises a team of Nurse Managers, School Community Health Nurses and School Health Room Technicians.

The School Health Services program provides health services to students in Montgomery County Public Schools (MCPS). These services include: first aid and emergency care; health appraisal; medication and treatment administration; health counseling, consultation, and education; referral for medical, psychological, and behavioral problems; case management for students with acute and chronic health conditions, and pregnant and parenting teens; and hearing, visions, and lead certification screenings. Immunizations and tuberculosis screenings are administered at School Health Services Immunization Centers, primarily to international students enrolling in MCPS. Primary health care, provided by nurse practitioners and physicians, is provided to students enrolled at one of the County's School Based Health and Wellness Centers (SBHWC) or High School Wellness Centers. Head Start/Pre-K provides federally mandated health services to eligible three and four-year old children and is a collaborative effort of HHS and MCPS.

Duties & Responsibilities:
  • Clinical and administrative management of 30-40 school community health nurses and health room technicians in approximately 20 school sites in the county to assure the delivery of quality health services to students.
  • Development of programmatic policies and procedures.
  • Delivery and oversight of state mandated training of professional and non-professional staff.
  • Clinical and administrative oversight of programs delivered by School Health Services, which support departmental and community outcomes.
  • This position provides direct oversight of the Head Start Early Childhood Program's health services, which provides screenings and links students to medical and dental services.

Minimum Qualifications

Experience: Five years of progressively responsible experience in program oversight and administration, clinical and administrative management, and/or policy development in a public health and/or school health services setting.

Education: Graduation from an accredited college or university with a Bachelor's Degree.

Equivalency: An equivalent combination of education and experience may be substituted.

License:
  • Possession of a current license to practice as a Registered Nurse in the Maryland State, of Maryland issued by the Maryland Board of Examiners is required at the time of appointment. If the license is temporary, a regular Maryland RN license must be obtained within ninety (90) days of appointment.


The State of Maryland accepts as valid the current RN licensure from a candidate's primary state of residence if that state has an interstate compact with Maryland. The states having this interstate compact are Arizona, Arkansas, Colorado, Delaware, Idaho, Iowa, Kentucky, Maine, Mississippi, Missouri, Nebraska, New Hampshire, New Mexico, North Carolina, North Dakota, Rhode Island, South Carolina, South Dakota, Tennessee, Texas, Utah, Virginia, and Wisconsin. (This equivalency only applies to candidates whose primary residence is not Maryland).
  • Possession of a valid Class "C" (or equivalent) driver's license from the applicant's state of residence when required for job-related duties.


Preferred Criteria

There is no Preferred Criteria. All applicants will be reviewed by OHR for minimum qualifications. Those applicants who meet minimum qualifications will be rated Qualified, placed on the Eligible List, and may be considered for an interview.

Preference for interviews will be given to applicants with experience in the following:
  • Graduation from an accredited college or university with a Master's Degree in a nursing specialty or other health management discipline;
  • Supervisory knowledge and experience in a school health services program;
  • Experience managing delivery of public health-based school health services in a public school setting;
  • Experience in providing training, mentoring and oversight to school health nurses and School Health Room Aides in a public school setting;
  • Experience developing policies and procedures and guidelines for school health practice;
  • Experience analyzing, interpreting, and applying Federal, state and county laws, regulations policies and procedures required for delivery of school health services in Maryland; and
  • Experience participating in a diverse management team responsible for school health services delivery in multicultural
