General Description

The Title IX Coordinator is responsible for division-wide compliance with local, state, and federal Title IX regulations and related School Board policy for Chesterfield County Public Schools. Through the development and implementation of staff education, training, communication, and investigation protocols, this position ensures the compliance with and appropriate response to sex-based discrimination, harassment, and misconduct as defined in Title IX of the Education Amendments of the 1972 Civil Rights Act. The Title IX Coordinator provides systemic leadership and direction that advances CCPS's commitment to providing authentic and captivating learning experiences in a safe learning and working environment, free from sex-based discrimination and harassment.
Essential Job Functions

  • Develops and implements policies and procedures for effective Title IX compliance and program administration for Chesterfield County Public Schools
  • Monitors and assesses division-wide implementation and compliance in all areas subject to Title IX regulations and related School Board policy
  • Serves as the Division's point of contact expert resource on Title IX compliance, and related federal, state and local laws
  • Oversees development and implementation of training for employees and for central and school-based administrators responsible for preventing and responding to allegations of sexual and gender discrimination, harassment, misconduct and retaliation
  • Establishes, modifies, and implements consistent Title IX case investigation processes and documentation practices in accordance with current regulations to ensure prompt, thorough, and impartial outcomes
  • Monitors, reviews and provides feedback and technical assistance on the structure, content, and recommendations of staff's investigative reports and other written materials, as needed
  • Collaborates with CCPS leadership to identify and address potential systemic challenges to climate and culture within CCPS schools and departments
  • Prepares and/or coordinates written and oral reports and analyses to identify and interpret trends or patterns in data sets that communicate key insights.
  • Presents information and recommendations to the Superintendent's cabinet.
  • Monitors legislative environment for proposed changes in applicable laws and regulations and assesses and advises leadership on possible impacts
  • Responds on behalf of the division to related OCR complaints
  • Makes recommendations, as appropriate, during the budget season to address emerging needs

Budgetary Responsibility:
Provides input on allocations of budgetary expenditures as related to Title IX compliance.
Report Preparation:
Develops resource instrument and facilitates implementation of Title IX reporting log for individual schools and departments for Chesterfield County Public Schools. Provides summary data and detailed reports to members of the Superintendent's Cabinet.
Equipment Operation:
Uses computer software for reports, data analysis, monitoring, and presentations.
Contacts:
Supports all levels of CCPS staff and various outside agencies.

Decision Making:
Exhibits a high level of independent decision making under the supervision of the Executive Director of Constituent Services.
Formal Policy-Setting Responsibilities:
Assists with the review of policy and/or regulations relating to Title IX and provides input on behalf of the school division.

Work Environment:
The employee regularly works in an office setting. The noise level in the work environment is quiet to moderate.

Qualifications

Demonstrated ability in leading and/or coordinating professional development activities or training relating to compliance, prevention, and/or response. Demonstrated ability to collaborate with a variety of stakeholders in developing long- and short-term goals in the successful implementation of school and/or division initiatives; and to effectively communicate through writing and speaking.
Preferred: Knowledge of Title IX of the Education Amendments of the 1972 Civil Rights Act, including the history of updates and current regulations impacting K12 schools and related federal, state, and local policy. Previous experience overseeing Title IX or other compliance-related procedures and processes, including implementing effective strategies for systemic compliance.
Requirements

Master's Degree in Education or other compliance-related field.

Preferred: Experience in ensuring compliance with Title IX or other non-discrimination laws, regulations, and/or policies; including investigation, mediation, and/or adjudication of complaints of harassment, discrimination, and/or civil rights violations.
