Why does the job exist?

The purpose of this position is to provide civil engineering support to the Dam Safety Bureau and the Office of the State engineer. The incumbent in this position will work under the supervision of a professional civil engineer staff and provide civil engineering analyses, dam inspections, design and construction document reviews, and report preparation for hydrologic and hydraulic analyses, geotechnical analyses, and structural analyses and designs. The incumbent's work will assist the Dam Safety Bureau to regulate dams in New Mexico to ensure that the dams are designed, constructed and operated in a manner that is as safe as possible. The incumbent may also help the bureau manage publicly funded capital projects that are assigned to the Office of the State Engineer for administration.

How does it get done?

This position will perform the following essential functions for Dam Safety Bureau under the supervision of a Licensed Professional Civil Engineer.

1. Apply civil engineering technical knowledge and experience in accordance with established procedures and criteria to perform assigned tasks.
2. Review design and construction plans, specifications, and reports to gather and verify parameters needed for performing analyses and assessments related to hydrologic and hydraulic, geotechnical, structural, and seismic engineering.
3. Perform hydrologic and hydraulic modeling, breach analysis, inundation mapping, and consequence estimation.
4. Help perform seismic stability assessment following established procedures.
5. Help with geotechnical and structural assessments.
6. Help perform risk assessments and prioritization.

Ideal Candidate

The Ideal Candidate will have a Bachelor's Degree in Civil Engineering with course work in core civil engineering including fluid mechanics, open channel flow, hydraulic structures, watershed modeling, soil mechanics, foundation engineering, structural analysis, concrete design and related subjects with the following skills and traits:

1. Strong verbal communication skills
2. Strong technical report writing skills
3. Ability to multi-task and yet stay focused
4. Desire to advance career in civil engineering, especially Dam Engineering
5. Ability to work with public in difficult situations
6. Aptitude for learning new things, critical thinking, and problem solving

Minimum Qualification

Bachelor of Science Degree from an accredited college or university in a relevant engineering discipline.

Employment Requirements

Must possess and maintain a valid Driver's License. Must possess and maintain a current Defensive Driving Course Certificate from the State of New Mexico or must pass and receive Defensive Driving Course Certification within six (6) months of date of hire as a condition of continued employment.

Working Conditions

Work is performed in the office with extensive computer usage where it requires a considerable amount of sitting. This position will be required to work in the field as needed with exposure to inclement weather and there may be periods of extended standing or kneeling, climbing, walking on rocks and steep slopes while working out in the field. This position is required to travel to dam sites located in remote locations around the state. The incumbent in the position will need to lift up to 25 pounds, drive an agency vehicle, inspect dams, collect data. The incumbent also will be required to follow safety protocols in the office and in the field at all times.
