Why does the job exist?

The state is required to implement a system of annual meaningful differentiation per Title I of the Every Student Succeeds Act (ESSA). Additionally, ESSA required all states to distribute state and LEA report cards. The data analyst IV ensures the delivery and reporting of the state accountability model and all federal reporting requirements.

How does it get done?

(80% ) The data analyst IV is responsible for:
-knowing and implementing all policy and technical requirements of the state accountability model and reporting requirements for state and district report cards per the Every Student Succeeds Act (ESSA).
-data cleaning, data validation, documentation, and preparation of datasets for analysis.
-advanced combining, merging, and managing complex datasets; performing advanced statistical analysis and data visualization.
-writing, preparing, and presenting reports of results for the bureau, department, and agency.
-ensuring a consistent data file storage system.
-implementing improvements to all processes involving the state accountability model.
-adhering to data reviews and quality assurance checks as directed by manager.
-providing LEA training and professional development on accountability business rules and processes
-preparing data files (e.g., masking, reviewing) for public posting.

(20%) The data Analyst IV will:
-execute data sharing agreements
-develop or partner in the implementation of research studies or program evaluations

The job is done for local education agencies, parents, communities, policy-makers, and the U.S. Department of Education.

Ideal Candidate

The ideal candidate:
-utilizes and actively interacts with project management software (eg., Asana, Smartsheet)
-uses a variety of statistical computing software (e.g., R, SPSS, Stata) to conduct data analysis
-is articulate in ESSA accountability policy and experience working at state and federal levels of government

Minimum Qualification

Bachelor's degree from an accredited college or university in Business or Public Administration, Accounting, Finance, Economics, or other related field with nine (9) years of experience directly related to position at time of posting. Or related professional certification as determined by the hiring agency. Six (6) or more years of experience in advanced analytics demonstrating strong analytical skills and communication skills.

Employment Requirements

Must possess and maintain a valid New Mexico's Driver's License.

Working Conditions

Office setting, exposure to Visual/Video Display terminal (VDT) and extensive personal computer and telephone usage with extended periods of sitting. Must be able to lift 25 lbs.
