We are seeking a dynamic and skilled Data Reporting Analyst [Research Data Analyst II (RDA II)], to join our Strategic Innovation & Implementation (SI&I) Branch, where innovation meets impact. Under the general direction of the Staff Services Manager II (SSM II), you will be at the forefront of impactful work, blending analytical expertise with a collaborative team spirit as a key team member, you will tackle various research and analytical tasks, playing a crucial role in managing and performing in-house research initiatives, crafting intuitive process improvements, and innovative datasets for analytical reporting.

Your focus will extend to evaluating reporting processes for Covered California's service centers, all with the aim of enhancing the consumer experience and advancing healthcare through strategic public policy and operational improvements.

As a Data Research Analyst, you will:

  • Leverage statistical, data-driven, and research skills to perform various key initiatives within the organization,
  • Report key findings from Service Center processes data through research and analyses of various KPI's and metrics.
  • Play a hand in conducting exploratory research to identify trends to influence business decisions.
  • Provide impactful data findings to push for process improvements within the department.

Working Conditions
  • This position may be eligible for telework. The amount of telework is at the discretion of the Department and based on Covered California's current telework policy. While Covered California supports telework, in-person attendance may be required based on operational needs. Employees are expected to be able to report to their worksite with minimal notification if an urgent need arises, as determined by the Department.

    Desirable Qualifications In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:
    • Preferably at least 2 years of knowledge and experience using various data modeling tools and software such as Excel, Tableau, SQL, Python, and etc.
    • At least 2 years of experience working with high-volume data analytics, statistical quantitative and qualitative research, metrics and KPIs.
    • Ability to create effective multi-level summaries, presentations, and reports for a wide range of audiences.
    • Strong written and verbal communication skills.
    • Detail oriented and ability to work independently.
