Early Childhood - Remote - Data Systems Lead

Help support the data infrastructure that drives customer experience and leads to data informed decisions for early childhood programs and policies as a Data Systems Lead for North Dakota Health and Human Services' Early Childhood Section.

As Data Systems Leadfor the Early Childhood Section, you will serve as the primary data steward for the ND Early Childhood Integrated Dataset (ECIDS) including coordination of data governance activities, facilitating ECIDS leadership and stewardship meetings, maintaining data sharing agreements, onboarding new partners, and planning for the inclusion of new programmatic data sets. You will lead efforts related to receipt, review, and response to internal and external data requests, which may include coordinating with data managers across both HHS and other state agencies.

You will work collaboratively with early childhood data stewards, identify problems and constraints, facilitating and solving problems appropriately when they arise. In this position, you will also monitor maintenance and operation (M&O) and new development of data systems that are the responsibility of the section. You will be responsible to negotiate data system change orders, contract amendments and payment requests associated with early childhood data systems.

Finally, you will support Early Childhood's efforts related to systematic evaluation of early childhood investments and interventions, serving as point of contact to facilitate programmatic evaluations and broader cross-sector research efforts.

Comfort with using software and applications, along with a willingness to learn new programs, is essential. Patience and the ability to communicate effectively with people of all backgrounds are also important.

To be considered for the Data Systems Lead,you must have a bachelor's degree in early childhood, computer/data science, library/information science or closely related filed AND a minimum of 4 years closely related work experience, including demonstrated experience in project management, public policy and/or issues related to data system interoperability.

About HHS' Early Childhood Section: This section focuses on building greater access to quality early childhood experiences, so all children have the opportunity to realize their potential. By leveraging partnerships with public and private stakeholders, the team will build an integrated approach to providing quality early childhood experience. The Early Childhood section administers licensing and certification, maintains a workforce registry, provides quality assurance, offers the Best-in-Class program, collaborates with family support stakeholders, and manages grants.

Location: ND HHS utilizes a blended workplace model. This position may work from anywhere within the United States with the ability to travel for occasional meetings.
