Job Description:

The Database Administrator III performs advanced (senior-level) database administration work for the HEART (HHS Enterprise Administrative Reporting and Tracking) and CFO (Chief Financial Officer Financial System Support) application modernization projects. The HEART system is used to track client complaints and inquiries made to HHSC programs and to report statistical data to the Legislative Budget Board (LBB). The CFO-FSS system is a customized, web-based, agency application for HHSC managers to view their monthly budget reports on-line. Work involves providing direction and guidance in database administration operations and planning; migration of on-premises Oracle relational database to Azure SQL Server database; identity and access management for database roles and principles. Evaluates and reviews database performance monitoring and implements efficiency improvements. Recommends and implements database security standards and controls, and user access levels; providing for the efficient and effective storage, retrieval, customization, and archiving of data to ensure integrated database systems; planning, developing, and implementing database policies and procedures; and maintaining and verifying data integrity. May supervise the work of others. Works under minimal supervision, with considerable latitude for the use of initiative and independent judgment.

Required Skills:

• 8 years Proven experience in Database Administration / Database Design & Development using Azure/SQL Server databases in an IaaS/PaaS environment. Proficient in data migration and conversion from on-premises Oracle to Microsoft Azure SQL Server.

• 8 years of experience Performs highly complex data management functions at an enterprise level; integrates, upgrades, and manages database environments; plans, organizes, tests and executes migration of databases from development to production environments.
• 8 years of experience must include developing stored procedures/triggers/scripts/SQL and optimizing/tuning SQL in enterprise-class production and development/test environments.
• 8 years of experience in Implementing and maintaining data security protocols;configuring database authorization & authentication using platform and database tools;configures object-level permissions;implements data masking;implements compliance controls for sensitive data/PII
• 8 years of experience in configuring and monitoring activity and performance for AzureSQL at the infrastructure, server, service, and database levels
• 8 years of experience configuring and monitoring activity and performance- including QueryStore; resolving production and operational problems; monitoring utilization and managing available database resources; all the above in order to optimize and tune performance.
• 8 years of experience in configure storage resources; configure compute resources for scaling; analyzes data resource and server capacity and forecasts growth requirements; recommends server, hardware and software upgrades and enhancements to meet long-term needs.
• 8 years of experience in provides enterprise-level short and long-term planning advice on technical enterprise database and systems management and utilization issues.
• 8 years of experience with T/SQL, SQL, DML, DDL and DCL - to debug and resolve issues.
• 8 years of experience with RDBMS admin/console tools such as TOAD, SSMS and/or SQL Developer.
• 5 years of experience in documenting data migration processes, CI/CD process, ETL pipelines, day-to-day operations.
• 5 years of experience in configuring data integration and batch processing solutions in Azure Data Factory and/or SSIS; monitoring data ingestion processes and performance; review query plans and identify problem areas in execution plans.

• 3 years of experience in demonstrates and promotes the effective sharing and utilization of common data across applications and departments/business units.
• 3years of experience in validate database build requirements, leverage automation tools to complete requirements.

Preferred Skills:

• 4 years in bachelors or advanced degree in computer science, computer information systems, management information systems, or a closely related field.
• 3 years of experience in Agile methodology.
