The primary purpose of this position is to serve as the Deputy Assistant Secretary for Financial Operations, Principle Deputy Assistant Secretary (Financial Management and Comptroller), Office of the Secretary of the Air Force.

Duties

1. Financial Reporting, Financial Services and Accounting Operations: Provides technical expertise and guidance to the Assistant Secretary Financial Management and Comptroller, the Principal Deputy Assistant Secretary and other Air Force senior leaders on diverse financial services/operations and accounting transformation initiatives. Assumes an authoritative oversight role in any financial management negotiations, ensuring any resulting solutions are promptly and efficiently implemented; converts policy and programmatic guidance from the Assistant Secretary Financial Management and Comptroller as well as other senior Departmental officials into specific directives for execution by subordinate Comptroller Offices.

2. Policy & Guidance: Provides direction and recommends action on matters pertaining to Air Force financial management innovation and transformation following legal guidelines, meeting congressional intent and DoD policy guidance, and are appropriately coordinated with all necessary echelons. Provides guidance, interpretation, information and direction as appropriate to OSD, other Services and Military Departments, CSAF, Air Force Major Commands, Space Force Field Commands, Direct Reporting Units, and Field Operating Agencies. Incumbent interprets congressional and OSD policies and provides finance, accounting, banking, and quality assurance guidance to 200 operating locations via MAJCOM/FLDCOM channels; Liaisons with DFAS, AFAA, MAJCOMs, FLDCOMS, and other agencies to achieve financial efficiency/compliance in $40B entitlement programs; Manage Government Purchase Card, Government Travel Card programs and perform duties as Air Force Banking Liaison Officer.

3. Installation and Financial Management Decision Making and Control: Prepares program and budget estimates and oversees execution of an annual budget in excess of $150 Million. Represents SAF/FM in the definition and integration of Air Force wide accounting, finance and internal control requirements, and enterprise integration; securing funding in support of these efforts as appropriate.

4. Air Staff Representation: Represents the FM in top-level MAJCOM, FLDCOM, Air Staff, Secretariat, OSD and higher level meetings having a wide range of accounting and finance services and accounting operations implications. Collaborates with other Air Staff and Secretariat elements planning and executing strategies critical to establishing and sustaining financial management and accounting capabilities at Department of Air Force units worldwide.

5. Supervisory Responsibilities: Supervises the accounting and financial services and accounting operations staff, assuring execution of critical organizational processes, accomplishment of identified objectives, and proper delegation of authority and responsibility. Responsible for program staffing, financial planning, allocation of resources and optimization of trade-off between managerial and technical considerations. Provides financial management technical direction for approximately 300 personnel through the grades of SES-1 and Lieutenant Colonel; the contractual contingent who supports this effort; and the challenge of managing a geographically separated workforce, at multiple sites throughout the United States.

6. Manages and Controls the Activities of Three Directorates:

a. Accounting and Financial Operations: Provides technical expertise/guidance on diverse financial services and accounting operations and financial reporting. Reviews studies and other products of program activities, ensuring compliance with directives; advises senior leadership when remedial action is necessary, interprets and organizes stated and implied tasks for management, articulating, these tasks both in writing and orally; and ensures the effectiveness and efficiency of the Department's accounting, reporting and other financial activities, with emphasis on compliance with applicable statutory requirements.

b. Financial Services: Provide all installation accounting and financial services support to Financial Services Offices (FSO) and Accounting Liaison Office (ALO) with policy interpretation and procedural guidance; develops and promulgates all FSO and ALO regulation/instructions; maintains close liaison with DFAS, Air Force Secretariat, and Air Force counterparts; ensures all accounting and finance systems changes are validated, reviewed, and coordinated prior to implementation.

  • Drug testing designated position. The incumbent is subject to random testing for drug use IAW Exec. Order 12564, dated 14 Sep 86. Position requires that the incumbent sign a Drug Testing letter and pass urinalysis testing prior to appointment.
  • Position requires travel under conditions specified in the DoD Joint Travel Regulations. Incumbent is expected to travel on short notice to attend high-level meetings.
  • Position may require incumbent to be available for other than normal duty hours to include weekends to support exercises and crisis planning.
  • An initial SES career appointment becomes final only after the individual successfully completes a 1-year probationary period.
  • Attendance to the Air Force's Senior Leader Orientation Course (SLOC) is generally required within 12 months of appointment, subject to course availability.
  • Position may be subject to the post-government employment restrictions of Sections 207(a) and (f) of Title 18, United States Code.

Qualifications

Eligibility will be based upon a clear showing the applicant has training, education and experience of the scope and quality sufficient to effectively carry-out the duties of the position. Candidates must exemplify the corporate perspective, leadership vision, broad experience and character needed in the SES corps not only to satisfy the immediate vacancy, but future vacancies which will occur in a variety of organizations, functions and locations.

A. MINIMUM QUALIFICATIONS:

1. Education Requirement:


a. Degree: A Bachelor's degree in business administration, economics, finance, accounting, management information systems or other related field; an advanced degree in a business-related field and professional certification such as Certified Public Accountant (CPA); and, a test based certification such as a Certified Defense Financial Manager (CDFM) or Certified Governmental Financial Manager (CGFM) is desirable.

2. Certification Requirements: This a Financial Management Level III Certified position IAW the National Defense Authorization Act (NDAA) 2012, Subtitle F-Financial Management, Section 1599d. Incumbent shall comply with the requirement of this certification program.

B. MANDATORY TECHNICAL QUALIFICATIONS (TQs): (NTE 2 pages - PDF format) A supplemental statement must be submitted separately addressing each TQ. TQs must provide specific examples that address relevant experience and accomplishments. Applicants should focus on recent experience, education, and training, as some Recruitment Panel and Executive Resources Board members may consider experience that's over 10 years old to be outdated. Applicants must reflect superior technical qualifications demonstrated through leadership and management in the following:

1. Demonstrated expert knowledge of and experience preparing and interpreting financial reports supporting budgetary and financial reporting in accordance with applicable Federal regulations and requirements.

2. Demonstrated strategic and organizational skills and experience leading teams performing Business Process Reengineering designed to enhance efficiency and/or internal controls.

In addition, DoD requires an Enterprise Perspective. The individual must possess a broad point of view and an awareness and understanding of individual or organizational responsibilities in relation to DoD or government-wide strategic priorities. Executives should demonstrate ability to work with internal and external partners to support national security objectives. This perspective is typically gained through a variety of diverse work experiences. Education

Education: A bachelor's degree from an accredited institution is desired. A master's or advanced degree from an accredited institution is highly desired. An undergraduate technical degree or an advanced degree in either a technical or management field is highly desired.
