Summary

The Federal Judicial Center (Center) is the federal courts' agency for research and continuing education. Congress established the Center in 1967 as a separate organization within the federal judicial system at the request of the Judicial Conference of the United States. A nine-member board, chaired by the Chief Justice of the United States, determines its basic policies.

Duties

The Center seeks a Deputy Director for its Education Division, which helps improve the administration of justice by providing learning experiences and resources for the federal judicial branch. The deputy director reports to the division director and helps the division director oversee operations of the division and assists with day-to-day management; allocation of resources; coordination of programs and projects among groups, with other Center staff, and with people (faculty, advisory committees, vendors, etc.) outside the Center. The ADDs of EE, JLE, MPDE, PPSE, and MPG (currently vacant) report to the deputy director. The Administrative Team also reports to the deputy director. This position requires regular overnight travel (approximately 25-30 days per year).

The deputy director's responsibilities include:
  • Under the guidance of the division director, working with the Education Division's Administrative Team and the Center's Office of Administration to manage the Education Division's fiscal year program budget allocation of approximately $6-$8 million, depending on the year.
  • Providing oversight of the Education Division's hotel and other contracting, and processing of travel reimbursements, for education programs.
  • Addressing personnel-related matters, in consultation as needed with the ADDs and the division director, and where appropriate with the Office of Administration (Human Resources) and the Center's deputy director.
  • Overseeing the Administrative Team's collection and maintenance of program-related data and producing reports of data as needed, including for the Center's bi-annual reports to its board and for the Center's Annual Report.
  • Providing consultation and guidance to the ADDs on program planning and assisting the division director in developing the Education Division's annual Education Plan.
  • Overseeing, with the division director, the implementation of the Education Division's Education Plan.
  • Assisting the division director with ensuring communication about and implementation of Center policies and procedures within the Education Division, including those related to budget, travel, professional development, office space, remote work, schedules, and leave.
  • Reviewing resources and program materials produced by the Education Division including videos, podcasts, e-learning content, program agendas, and publications.
  • Assisting the division director in ensuring the rigor, relevance, and integrity of education programs and resources.
  • Assisting the division director in communication and coordination with the Center's director and deputy director.
  • Performing other duties, as assigned.

Qualifications

Mandatory Qualifications
  • Education
    • Advanced degree in education, a social science, business administration, or law
  • Experience
    • 5 years of supervisory experience in a professional institution or office, preferably in the fields of judicial and court education, continuing legal education, or other professional education
    • 3 years of experience designing and delivering educational programs for adults
  • Skills and Abilities
    • Excellent skills managing people, projects, and resources
    • Ability to work independently while respecting the role of the division director
    • Strong writing and public speaking skills
    • Superior organization and communication skills

Salary and Benefits

The starting salary is set at $147,509 (includes D.C. locality). This position falls in the Center's pay band 6, which has a salary range up to $223,836 (includes D.C. locality). For a successful candidate not currently a member of the Center staff, a higher starting salary, not to exceed $184,387 (includes D.C. locality) may be considered if the candidate furnishes proof that their current salary falls above the pay band 6 minimum salary of $147,509 (includes D.C. locality), in which case the Center would match that salary up to the starting salary limit of $184,387 (includes D.C. locality). This is the maximum starting salary, and it is non-negotiable. In addition, a successful candidate who does not live within the D.C. locality region or work at the official duty station in Washington, D.C., for 16 or more work hours per pay period will not receive D.C. region locality pay and will receive the locality pay of their place of primary residence (telework site). If a successful internal candidate's salary falls above the range minimum, the salary will be matched up to their current salary.

Federal government benefits are applicable. An array of supplemental benefits is also offered, including a transportation subsidy and a flexible benefit program allowing for pre-tax deductions for health insurance, health care, dependent care, and commuter expenses. The FJC is in the Thurgood Marshall Building, conveniently situated to public transportation directly beside Union Station. The Marshall Building houses a child development center, a health fitness facility, and a cafeteria for its tenants.

The Federal Judicial Center offers a range of telework and flexible work schedule options based on the employee's position categorization. When business needs arise, all Center employees are required to work at the official duty station in Washington, D.C., or at a temporary duty station. The Center does not pay for relocation expenses; however, Center employees receive reimbursement for all official business travel.

This position does not carry the tenure rights of positions in the competitive civil service.
