Job Duties

The Virginia Department of Health Professions (DHP) mission is to ensure safe and competent patient care by licensing health professionals, enforcing standards of practice, and providing information to health care practitioners and the public.

This position serves as a technical and subject matter expert in the acquisition and management of digital
evidence, in support of health regulatory investigations conducted by the Enforcement Division. This position functions as the team lead to provide technical oversight for wage employees of the Operations Support Team and performs the conversion of hard copy evidence to digital format, management of optical character recognition, and digital ingestion of evidence into electronic storage. This position assists Enforcement Division investigators with managing any issues related to electronic transfer of evidence, and advises other DHP staff as needed regarding how to retrieve and access digital evidence submitted to Boards. Additionally this position: assists with training Enforcement Division staff on the use of technology to manage evidence, creates and revises the Enforcement Division's internal fillable forms, coordinates with IT Services regarding requests to setup/ disable COV accounts for Enforcement staff, collects information and communicates with appropriate IT services regarding any recurrent technical issues experienced by Enforcement Division staff, provides technical advice regarding the Enforcement Division's selection, purchase and installation of the various
types of peripheral equipment not typically procured by IT services.

Minimum Qualifications

- Experience acquiring, managing, and storing digital evidence, to include digital file transfer.
- Experience providing education and/or technical assistance to others both verbally and in writing.
- Experience working with minimal supervision in a fast paced, customer focused service environment.
- Effective oral and written communication skills.
- Knowledge of investigative processes and management of digital evidence.
- Ability to collect digital evidence, with close attention to detail.
- Advanced computer skills, including the ability to promptly identify, troubleshoot, and resolve issues related to acquiring, copying, storing, and accessing digital evidence in multiple file formats in a Windows environment, including encrypted files, portable document format files, audio-video files, and medical imaging files.
- Considerable knowledge of digital document duplication, electronic file transfer, encryption, and file storage.
- Effective analytical and problem solving skills.
- Demonstrated ability to lead/mentor other team members, and to work effectively in a team environment.
- Considerable skill effectively and independently managing time and assignments to meet deadlines.
- Ability to handle multiple projects and tasks.
- Ability to research and apply laws, regulations and/or policies.
• Ability to handle confidential information.

Additional Considerations

The following are advantageous:
- Recent, progressive experience conducting investigations;
- Experience managing digital files in a variety of file formats a cloud-based document management system
- Considerable knowledge of scanner and optical character recognition (OCR) technology;
- Considerable knowledge of medical imaging software;
- Experience working in a regulatory environment;
- Experience with records retention policy compliance;
- Experience implementing quality control processes related to scanning/uploading digital files;
- Demonstrated ability to analyze technical material to make recommendations for procurement and use;
- Considerable knowledge of administrative functions and processes within an office setting.
