Job Summary

* Telework (within Minnesota or neighboring States)and flexible hours options are available with a required in office meeting monthly .

This position exists to provide leadership and supervision to a multidisciplinary team of design, strategy, and change management professionals in the Office of Inspector General's (OIG) Digital Services Unit, leading the comprehensive product design strategy and experience for all customer interactions with the OIG Provider and Agency Hub group of products and all related engagements, materials, and content for all provider-facing functions and corresponding agency activities including the licensing and certification of 24,000 human services programs across 27 license and certification types, program integrity and oversight investigations, legal appeals, and provider support.

The incumbent will:
  • Develop, implement, and oversee the business structure, processes, technology, and staff resources for a team of digital services design professionals, comprehensively integrating user experience design, instructional design, change management, and content strategy.
  • Manage the work and provide supervision and support to a team of digital services design professionals spanning multiple concentrations to ensure the delivery of high-quality, user-centered design solutions for the OIG Provider and Agency Hub product group.
  • Develop and implement comprehensive and integrated strategy for user experience design, instructional design, content strategy, and change management that aligns with the overall product group vision, departmental goals, and user needs, while ensuring accessibility, equity, and inclusion across all design efforts.
  • Establish and maintain design standards, best practices, and governance processes across the digital services design team, fostering continuity, consistency and quality in all deliverables while promoting innovation and continuous improvement.
  • Drive data-informed decision-making by overseeing user research, usability testing, and performance metrics analysis, and using insights to guide strategic design directions and optimize user experiences across all touchpoints of the OIG Provider and Agency Hub products.
  • Provide expert consultation to product leadership in OIG on strategic design initiatives, user experience best practices, accessibility standards, and emerging digital trends to inform decision-making and drive innovation across the product group.


Qualifications

Minimum Qualifications

Demonstrated leadership experience*

*Leadership experience can include:
  • Experience as a supervisor, lead worker, team lead, project lead;
  • Completion of a State of Minnesota leadership program (e.g. ELI, L4);
  • A paid/unpaid position leading a program or chairing a committee (e.g. ERG) - experience must include:

Four (4) years of professional work experience in developing and implementing strategy for digital products in the area(s) of experience design, instructional design, content strategy, and/or change management.

Experience must demonstrate the following:
  • Developing, maintaining, and overseeing the implementation of comprehensive design guidelines and standards documentation.
  • Creating content, materials, and/or assets for digital products using user-centered design methodologies.
  • Data-informed decision making, including incorporating data, conducting user research, and stakeholder engagement to inform design strategies.
  • Knowledge of accessibility standards (WCAG 2.1 AA, ADA, etc.) and inclusive design principles.

Preferred Qualifications
  • Knowledge of government digital services and best practices.
  • Experience with the Salesforce software platform.
  • Knowledge of systems that Office of Inspector General (OIG) manages and supports, associated legislation/regulations, and funding streams.
  • An understanding of the interrelationships between design specialties, including user experience design, instructional design, content strategy, and change management, including how these disciplines can be strategically integrated to create synergistic outcomes that exceed the sum of their parts.
  • Ability to successfully influence, develop, and maintain relationships with partners, stakeholders, and the general public.
  • Experience with the product model and Agile delivery framework.
  • Ability to work effectively in a rapidly changing environment and shift priorities appropriately to meet product team objectives.
  • Ability to simultaneously focus on long-range issues and directions while meeting short-range operational demands.
  • Excellent communication, presentation, and interpersonal skills, with the ability to effectively convey complex design concepts to both technical and non-technical audiences.
  • Variety of experiences working effectively with others from different backgrounds and cultures.
