Purpose:
The Director, Clinical Care Services is responsible for managing the clinical and administrative operations of the service line including clinical programming, strategic planning, staff management, fiscal and regulatory oversight and all business practices within the department as a participant in and/or in collaboration with, and under the direction of the Vice President of Ambulatory.

Responsibilities:
  • Collaborate with administrative leadership to develop and maintain budgets for all clinical programs within the service line.
  • Provides analysis and ongoing evaluation of direct care services to improve quality of patient care and plan effective utilization of employee time.
  • Plan and constantly refine program service delivery, analyzing workflow to ensure sound business practices, attention to fiscal aspects, balanced with high quality consumer services.
  • Participates in responsibility for strategic planning, operational planning, development, implementation and evaluation of treatment and services for each program within the service line. This includes goal development, execution and evaluation.
  • Responsible for recruitment, retention, and employee engagement initiatives. Timely completion of performance evaluations.
  • Coordinates the development and implementation of new program initiatives, including evaluating local-regional- national opportunities for program expansion or rightsizing, proposal development, funding opportunities, attend various professional organizations, committees and groups and establishes external stakeholder partnerships.
  • Oversee regulatory management for programs, including ensuring that the service line is in compliance with governing regulations and organizational standards.
  • Actively participates in human resources management for your area of responsibility, including performance management, employee relations and conflict resolution. Consults human resources when dealing with these matters to ensure compliance.
  • Responsible for clinical operations of all programs within the service line providing direction to the management and staff regarding standards of clinical and administrative performance.
  • Promotes implementation of recovery-based practices or consumer/family-centered approach across the programs through education, inclusive planning, participation in advocacy activities and hiring practices, including attention and involvement of consumers and peers.
  • Collaborates, communicates and effectively engages members of the service line, service line leadership and members, senior administrative leadership, other WPIC Service Lines, Research, UPMC staff and leadership, consumers and families and external stakeholders.


Qualifications:

  • Master's degree in behavioral health, business, or health care related field, required
  • Doctoral degree, preferred
  • Minimum of five years of clinical/leadership experience, required
  • Minimum of four years of progressive leadership and administrative experience, required (preferably in an academic medical center or health care setting) (clinical and leadership experience may overlap in time frame)
  • Demonstrated leadership ability in a health care organization, including program development, supervision and/or administration, required
  • Clear indications of successful communication skills and technical competency, required
  • Excellent interpersonal, organizational and problem solving skills, required
  • Knowledge of external regulatory requirements such as CMS, TJC, DOH, DPW, DAPL, ODP and OMHSAS, DHS, as applicable to services, required.

  • Act 73 FBI Clearance with renewal
