General Summary of Position
Responsible for Financial functions under the MedStar Home Health Care companies, including internal controls, accounting and reporting, payroll, and accounts payable. Supports the VP Finance, CFO in meeting the goals and vision of the department.\r\rManages the activities of Finance Department personnel. Responsible for Budgeting, Forecasting and Analysis for MedStar Home Health Care and certain corporate cost centers. Oversees the Billing department. Primary Duties and Responsibilities
  • Contributes to the achievement of established goals and objectives and adheres to department policies, procedures, quality standards, and safety standards. Completes annual Code of Conduct, Compliance, and other mandatory training. Complies with governmental and accreditation regulations.
  • Communicates with Operations leaders and others to facilitate understanding of the financial statements. Demonstrates ability to work with all levels of management in a professional and facilitative manner.
  • Ensures integrity and controls of payroll functions including timely and accurate paychecks, maintenance of crosswalk between HomeCare HomeBase and PeopleSoft payroll, annual market analysis of Per Visit pay model, bonus programs, FLSA analysis, and other functions. Oversees accuracy in the management of assets including capital assets schedules by company and location, etc., to ensure appropriate reporting on home care companies' assets. Reports on variances on capital budget performance. Ensures smooth audits with no surprises in the form of findings and/or audit adjustments.
  • Ensures policies are updated and practiced by all staff to ensure checks and balances, and internal controls. Provides a complete set of timely and accurate financial statements for internal, external, and Board reporting with required analysis of variances. Ensures ongoing review of reserves and keeps VP Finance, CFO informed of potential exposures in a timely manner. Works closely with the Director of Patient Financial Services to ensure the integrity of financial reporting as affected by patient services. Provides GAAP expertise to the Department. Completes timely and accurate regulatory reporting, i.e., cost reports, state surveys & 990 data. Provides reimbursement expertise as it affects the integrity of financial reporting.
  • Supports MHHC leadership team by providing ad hoc analyses and reporting related to projects or proposals with financial impact. Assists members of the Executive Leadership team with prioritizing and budgeting agency projects. Participates in monthly meetings as the Finance representative and raises questions and issues for discussion as needed. Responsibilities include statistical analysis, ROIs for new lines of business or contracts, actual/budget writeups requested from MedStar Finance, regulatory reporting, etc.
  • Maintains a good working relationship with other MedStar entities and departments.
  • Provides accurate and timely information on trends and red flags to the VP Finance, CFO; analyze/track/trend. Assists the VP Finance, CFO in developing and maintaining accurate financial reporting while providing adequate reporting to promote required improvements. Provides ongoing payroll analysis, including FTE/productivity trends and reconciliation between billing and payroll of clinical staff to VP Finance, CFO.
  • Provides leadership to the functions under the direction of this position. Supervises financial analyst, accounting and payroll associates.
  • Participates in meetings and on committees and represents the department and hospital in community outreach efforts. Participates in multi-disciplinary quality and service improvement teams.
  • Oversees Clinical Payroll process while directly supervising 2 payroll FTEs and interacts with MedStar's Central Payroll Department and Peoplesoft team as needed. Responsible for payroll review, auditing, trouble-shooting and reporting. Reviews and audits per-visit minimum salary threshold program biweekly as part of the payroll process.
  • Participates in annual Per-Visit Clinical market review in collaboration with Executive Leadership, HR, Compensation, and Payroll. Prepares analysis and impacts reporting under various scenarios, to ensure market increases fall within budgeted guidelines. Prepares market rate, adjustment files and works with MedStar Payroll to coordinate implementation.
  • Responsible for financial period close function. Reviews month end reporting and analysis prepared by Finance Team.
  • Works in collaboration with Finance Team, CFO and Executive Leadership to prepare and present annual forecasts and budgets, including write-ups, crosswalks, and other analysis.

    Minimum Qualifications
    Education
    • Bachelor's degree in Accounting or related field required

    Experience
    • 10+ years Related experience required and
    • 5-7 years Senior management experience in the healthcare industry, preferably home care and DME required

    Licenses and Certifications
    • Certified Public Accountant (CPA) CPA (Certified Public Accountant) certification preferred

    Knowledge, Skills, and Abilities
    • Working knowledge of Microsoft Office and G/L software applications, preferably PeopleSoft. Excellent Excel and analytical skills.
