Position Overview

The Director of Labor Relations is responsible for supporting the goals and objectives of the Plan and the daily management of the Labor Relations activities and programs at MetroPlusHealth.

Job Description

  • In consultation with the CPO and/or Deputy CPO, implements and communicates Human Resources policies, procedures and practices that are in concert with the health plan's goals and objectives.
  • Interprets contracts and agreements and Labor Relations Orders dealing with wages, hours, working conditions and all other matters within the purview of the agreement affecting labor relations, employee relations and personnel management activities.
  • Investigates and processes employees' grievances to be handled at the corporate level.
  • Serves as Hearing Officer for grievances handled at the corporate level and represents the Corporation when appealed to City Office of Labor Relations and at arbitration hearings.
  • Meets with Union representatives in Labor Management meetings to discuss and seek resolution of Corporation system-wide or local issues. Maintains ongoing liaison with Union and Union Representatives.
  • Administers and participates in grievance and dispute procedures, including arbitration, mediation, fact finding and labor management relations in order to effectuate prompt resolution of such matters.
  • Secures all necessary data to conduct labor negotiations.
  • Partners with management staff of developing business specific initiatives and training plans.
  • Assesses the critical training needs of the Plan
  • Designs specific training exercises in order to facilitate the staff's ability to achieve the goal of the Plan.
  • Trains and guides supervisors and managers in collective bargaining agreements and the progressive disciplinary process.
  • Develops a tracking system to monitor counseling sessions, disciplinary actions, grievances, OATH hearings, arbitrations and labor management meetings.
  • Identifies, addresses, and resolves employee and other issues before they adversely impact operations or the company
  • Ensures compliance with regulatory laws and guidelines affecting Human Resources.
  • Serves as the Workplace Violence Prevention Coordinator for the Plan
  • Chairs the Occupational Health and Safety Committee for the Plan
  • Acts as a liaison between the Plan, EEO, Central Office Labor Relations, and Central Office Legal Affairs.
  • Supervises staff of the Labor Relations group.
  • Manages and develops the department's staff in the fulfillment of their assigned duties and responsibilities
  • Completes special projects or other tasks as assigned by the CPO or Deputy CPO.


Minimum Qualifications

  • A Baccalaureate Degree from an accredited college with a major in Labor Relations, Personnel Administration, Public Administration, Management, Economics, Law or a related field
  • A minimum of 7 years of progressively responsible experience in the field of Labor Relations
  • A minimum of 2 years of experience supervising staff
  • Proficiency in MS Office Suite programs
  • JD strongly preferred
