Duties & Responsibilities

Purpose of Position: 7/19/20 07/18/88 Under direction, with latitude for independent judgment and initiative, evaluates the activities, projects and programs of the Office of Planning in support of the goals and objectives ascribed across the System.

Assists with the coordination of activities of organizational sections concerned with aspects of program planning.

Examples of Typical Tasks:
1. Assists with the formulation and determination of major questions, problems, planning and policy issues affecting the Office of Planning, and consults with appropriate System leadership.
2. Serves as a resource in the development of policies, procedural guidelines, and evaluative and monitoring techniques designed to ensure the attainment of objectives and goals established by the Office of Planning.
3. Assists with the design, development and implementation of health care planning programs and projects and provides health care settings with requisite advisory, consultative, technical and professional services in assigned areas of responsibility.
4. Assists with the design, development and implementation phases of clinical services for the System's health care settings consistent with the budgetary, financial and medical resources of the System.
5. Supports program formulation for Ambulatory Care Service and coordinates the activities of ambulatory care programs.
6. Collaborates on the forecasting and planning for long-range health needs, surveys new approaches to health care in other communities, provides projections for future capacity of health care settings and their ability to accommodate to changing health care needs including recommending and designing research studies, and assists in projects transitioning from the long-range planning phase to operational development.
7. Updates and maintains knowledge pertaining to experimental developments and the integration of health care with community approaches elsewhere and advises senior leadership on these matters.
8. Serves as a liaison for various divisions, System-wide, in order to ensure that program plans conform with major requirements thereof, and maintains close liaison with designated local planning person(s) as it relates to planning for a particular health care setting including regulatory agencies of Federal, State and City bodies.
9. Participates in internal/external quality assurance/performance improvement (QA/PI) activities, programs, training and relevant health care events, as required.
10. May oversee and coordinate the activities of organizational sections concerned with aspects of program planning. Staffs, sets priorities, evaluates performance and provides ongoing guidance to subordinates.
11. Performs other related duties, as directed.

Minimum Qualifications

Qualification Requirements: 1. A Master's Degree from an accredited college or university in Social Science, Hospital Administration, Public Administration, Business Administration, Health Care Administration, Administrative Medicine in Public Health or approved related field; and seven (7)* or five (5)** years of planning, design and program development experience pertaining to the operation of a major segment or all of a hospital or health care setting including substantial exposure in meeting community health needs, health care planning, design and program implementation, independent analysis review and study of health care setting operations and functions with at least three years of responsible level administrative experience coordinating the analysis of health care planning, design, development and public policy programs or approved related programs, including at least three (3) years of highly responsible administrative experience coordinating the analysis of health care planning, design development or public policy programs or approved related programs; or
2. A Baccalaureate Degree from an accredited college or university in Business Administration, Public Administration, Hospital Administration, Social Sciences, Management, Health Care Administration or an approved related field; and Eight (8)* or six (6)** years of experience pertaining to the operation of a major segment or all of a hospital or health care setting including substantial exposure in meeting community health needs, health care planning, design and program implementation, independent analysis review and study of health care setting operations and functions with at least three years of responsible level administrative experience coordinating the analysis of health care planning, design, development and public policy programs or approved related programs; or 3. A satisfactory equivalent combination of education, training and experience.
