Job Duties

Directs the Department's Office of Procurement and General Services (OPGS) including procurement, contracting, Small Purchase Charge Card program, leasing, emergency management, fleet management, telecommunications, facilities management, parking services, building access, safety and security, surplus property disposal, statewide distribution and mail services. Establishes and maintains high standards of professionalism and performance with the Office, consistently demonstrating adherence to the Department's guiding principles and Code of Ethics while leading the OPGS staff toward the ultimate objective of achieving the vision and mission of VDH. Develops and promulgates agency policies concerning procurement and general services in a highly decentralized and geographically dispersed agency organized into 17 statewide program offices and 35 health districts at 212 statewide locations and the central office. This position is responsible for providing leadership, consultation, guidance and customer service for all procurement and general services policies and procedures; policy interpretation; procurement and general services systems and initiatives; business process improvement and standards of practice; innovations in practice; compliance; and audits. Ensures that deadlines are met and that deliverables constantly reflect a high level of quality. Provides direct supervision to division directors and professional staff. Must work closely, consult and collaborate with the Agency Information Technology Resource (AITR) for all IT related procurements and RFPs. Works with the AITR team and the Project Management team to coordinate with VITA on technology procurements and processing through the VITA Project Management Division. Receives general direction from the Deputy Commissioner for Administration.

Minimum Qualifications

• Comprehensive knowledge of state procurement and contract laws, regulations, policies and best practices including the Virginia Public Procurement Act (VPPA) and Agency Procurement and Surplus Property Manual (APSPM)
• Comprehensive knowledge of Commonwealth laws, policies and best practices surrounding general service areas to include fleet management, telecommunications, mail service, surplus property and risk management
• Considerable knowledge of real estate and emergency management practices, laws, regulations and policies
• Knowledge of distribution and mail services; experience and understanding of both financial and human resource management
• Demonstrated skills in project management, innovation and process improvement, program management and evaluation
• Demonstrated ability to work collaboratively and effectively with executive level managers, public officials and political officials
• Demonstrated ability to provide expert and effective consultation to internal and external customers, communicate effectively both orally and in writing, lead a diversified staff, understand and interpret diverse policy and procedures
• Ability to recognize legal issues and comply with applicable laws and policies, including regarding confidentiality and information security
• Ability to negotiate, analyze, review, and assemble contract terms and documents and to manage contractual administration and performance
• Skill in planning and coordinating information, and prioritizing between multiple requirements, objectives, projects/matters, and tasks
• Strong personal computer skills, including ability to perform internet research and working knowledge of Microsoft 365/Office applications
• Knowledge of, and experience with, multiple procurement methodologies (such as competitive procurement, cooperative agreements, sole source, and quick quotes) and identifying the best procurement strategy and methodology for a given situation
• Working knowledge of VITA procurement requirements and policies
• Working knowledge of VITA security policies and requirements, including cloud oversight (ECOS / COV RAMP)
• Knowledge of and experience with policy and process development or management
• Knowledge of and experience with designing and conducting training in relevant areas

Additional Considerations

• Considerable general services management experience, with an emphasis on procurement, contract administration, program management/evaluation, and an assortment of general services, in a large, complex governmental agency
