GENERAL DESCRIPTION: Perform entry-level to routine (journey-level) auditing work. Work involves examining, investigating, researching, and reviewing records, reports, and practices to ensure compliance with state/federal laws, statutes, and regulations for Criminal Justice Information Systems, in order to mitigate risks and improve control processes. May train, coach, and mentor others. Works under moderate supervision, with limited latitude for the use of initiative and independent judgement.

ESSENTIAL DUTIES / RESPONSIBILITIES:

1. Perform entry-level/routine audits of small to large user entities (private, public, and government sectors) to analyze and retrieve data from multiple databases and determine compliance with laws, rules, and regulations related to the Criminal Justice Information Systems.

2. Examine and analyze data, records, procedures, operations, internal control systems and structures, for reliability, adequacy, accuracy, efficiency, and compliance with regulations, and report erroneous or questionable transactions. Interview appropriate managers and operative employees.

3. Coordinate, implement, and schedule audit processes for entities that utilize Criminal Justice Information Systems and/or additional programs provided by the Department. Ensure that audit processes align with federal and state law, policies, rules, and regulations.

4. Perform audits and statistical sampling of data to ensure adherence to all statutory and policy requirements.

5. Prepare and review audit reports and internal agency processes (private, public, and government sectors), outline discrepancies/deficiencies, retrieve and analyze data from multiple databases, and recommend corrective actions to ensure system security and data integrity for user entities.

6. Ensure that adequate computer technology security principles and proper physical security measures are in place.

7. Advise on the requirements, liabilities, and penalties of compliance and noncompliance, and recommend improved systems controls.

8. Assist in conducting special investigations into misuse, unauthorized obtaining, disclosure and storage of criminal justice information.

9. Coordinate to fulfill statewide projects and assist in planning, organizing, researching, and performing complex to large-scale audits to determine compliance with laws, rules, and regulations. May conduct post-audit assessments.

10. Provide general administrative support disseminating information internally/externally, as appropriate.

11. Follow up on corrective actions of audits performed on user entities.

12. May prepare articles and content for in-house publications and assist in preparing periodic reports.

13. May train others and cross train in other audit fields that are related to the Criminal Justice Information Systems.

14. Attend work regularly and observe approved work hours in accordance with agency leave and attendance policies.

15. Performs other duties as assigned.



Qualifications:

GENERAL QUALIFICATIONS and REQUIREMENTS:

Education - High School Diploma or equivalent, plus sixty (60) academic credit hours from an accredited college or university with coursework in accounting, business administration, computer or management information systems, or a related field.

Experience - Minimum of two (2) years progressively responsible general office or auditing work and the use of computer-based information systems.

Substitution Note: Additional work experience of the type described or other related education may be substituted for one another on a year-for-year basis.

Licensure and/or Certification - Must be able to maintain the required certification(s) that relate to the Criminal Justice Information Systems and CRD Policies. A valid driver's license from the state of residence is required.

Regulatory knowledge - Working knowledge of, or the ability to rapidly assimilate information related to TXDPS, State, and Federal regulations, legislation, guidelines, policies and procedures. Ability to learn the operational and contractual details of Criminal Justice Information Systems and to apply that knowledge effectively to audit according to established procedures, rules and regulations. Working knowledge of auditing methods and systems and generally accepted auditing standards and procedures.

Analytical skills - Ability to gather factual data by oral and visual means, to integrate, interpret and evaluate that data within the framework of Criminal Justice Information Systems to reach and document valid conclusions of the operational integrity of user entities and make effective work-related judgments and decisions. Must be analytical, detail-oriented, and able to multi-task without sacrificing accuracy or timeliness. Ability to analyze problems, identify causative factors, and apply actions to effectively resolve current issues and prevent recurrences of problem conditions. Demonstrated ability to understand and effectively apply complex oral and written instructions and procedures.

Interpersonal skills - Must exercise excellent interpersonal skills - position continually requires demonstrated poise, tact, diplomacy, and an ability to establish and maintain effective working/professional relationships with internal and external customers.

Presentation/Communication skills - Ability to compose clear and concise audit reports, to gather and analyze accurate and relevant audit information, to evaluate management operations systems for accuracy and legal conformance, to accurately complete and assemble audit working papers, and to communicate audit results effectively. Must be able to effectively communicate and present information and/or training to individuals and a wide variety of audiences, producing clear, concise, and professional documents, reports, and presentations.

Organizational skills - Must be organized, flexible, and able to prioritize in a multi-demand and constantly changing environment. Demonstrated ability to meet multiple and sometimes conflicting deadlines without sacrificing accuracy or timeliness; ability to work independently.

Computer systems / hardware / software - Proficiency with Microsoft Office Suite (Word, Excel, PowerPoint, Outlook), and able to learn new software/systems as applicable to the position, e.g. computer-based information systems and security systems. Must have knowledge and experience with Criminal Justice Systems and, understand Audit functions, and pass system-related test.

Confidentiality - Must be able to responsibly handle sensitive and confidential information and situations.

Schedule/Travel - Availability for after-hour, overnight travel and weekend work is required. Required to travel extensively (80%) throughout the state of Texas in a DPS vehicle, by air or other public transportation with or without a business partner, and with little to no advance notice.

A DPS employee who is selected for a position in the same salary group and state title as their current position will be transferred with no salary change.

A DPS employee who is selected for a position in their current salary group with a new state title may receive an increase of no more than 3.4% over their current salary regardless of posted salary.

Salary is contingent upon qualifications and is subject to salary administration and budgetary restrictions.
