GENERAL DESCRIPTION: Performs complex (journey-level) program management specialist work involving training and development assistance involving coordinating, implementing, and overseeing the DPS Financial Systems including CAPPS, and the Finance Travel System. Works under general supervision, with moderate latitude for the use of initiative and independent judgment.

ESSENTIAL DUTIES / RESPONSIBILITIES:

1. Develop goals/objectives and oversee the training, enhancement, and coordination and development of new and existing systems operated and maintained in the Finance Division.

2. Guide the selection of data management tools, the development of standards, usage guidelines and procedures for those tools. Defines, develops, implements, and trains others on system operation and data standards.

3. Provide advanced user assistance and training to all agency personnel by analyzing issues, testing financial business processes changes, triaging all user requests in the agency's financial applications. This includes testing all functionality, change notices, maintenance upgrades, outages, and communicating as needed. Escalate agency-wide CAPPS Financials or other financial application issues to CPA through ASP ticketing system, monitor ASP tickets, etc. Analyze and resolve CAPPS Financials or other agency financial application issues to ensure all appropriate workflows and functionality are operational.

4. Coordinate the training of agency staff prior to the implementation of all internal financial applications and or business processes. Define and provide technical and/or other expertise related to computer systems and offer advice or guidance during the implementation of financial process related to the agency financial systems which includes development of job aides and other training documentation.

5. Coordinate and/or participate in the development, training and execution of financial enterprise level strategies and technical direction, including establishing processes and procedures for executing and maintaining financial technology road maps.

6. Manage and coordinate the financial system's enhancement planning, including working with vendors to establish business requirements, test, and provide ongoing training and support on the system changes.

7. Coordinate with internal DPS divisions to address and incorporate their feedback on potential system changes and evaluates the feasibility of these requests.

8. Distinguish gaps and proposes process improvements or enhancements to internal financial system workflow and data reporting.

9. Facilitate and maintains relationships between internal divisions, vendors, and senior management to achieve and streamline the user experience related to the agency's financial systems.

10. Oversee the development/deployment as well as identification of errors and production related issues to CAPPS Financials or other agency financial applications as directed.

11. Coordinate projects and training that cross functional agency systems and other state entities that require coordinating, planning, and scheduling during project development and implementation stages.

12. Facilitate and guide agency financial innovation discussions to continue to streamline and automate financial business processes to improve efficiency, transparency, and visibility.

13. Assist in the coordination of the planning, design, development, implementation, support, and maintenance of financial information and ensure technology security measures are in place to safeguard departmental information.

14. Develop and implement strategic planning actions and policy decisions related to the agency financial systems and make recommendations concerning the direction related to the agency financial systems.

15. Develop, analyze, and revise systems design procedures, test procedures, training and quality standards related to the agency financial systems.

16. Coordinate studies and the preparation of reports that include study findings, recommendations, and instructions for proposed system implementations; formulate logical descriptions of problems; and devise and implement optimum solutions related to the internal financial applications.

17. Attend work regularly and observe approved work hours in accordance with agency leave and attendance policies.

18. Perform other duties as assigned.



Qualifications:

GENERAL QUALIFICATIONS and REQUIREMENTS:

Education - Graduation from an accredited four-year college or university with major course work in computer science, computer information systems, management information systems, or a related field is generally preferred. Education may be substituted for proven financial system experience as noted below year for year.

Experience- Minimum of (5) years' experience performing progressively responsible work in financial systems or closely related field or activities (advanced query writing, database skills, data mining); including three (3) years in CAPPS/HHSAS/PeopleSoft Functional, Technical Support or other financial systems is required.

Substitution Note: Additional work experience of the type described, or other related education may be substituted for one another on a year-for-year basis. Thirty (30) semester hours will be considered equivalent to one (1) year of experience.

Licensure and/or Certification - If driving is required, must possess a valid driver license from state of residence.

Regulatory knowledge - Working knowledge of, or the ability to rapidly assimilate information related to TXDPS, State and Federal regulations, legislation, guidelines, policies and procedures.

Technology - Proficiency with Microsoft Office and appropriate levels of proficiency with utilized software and systems (e.g. CAPPS, SharePoint) and be able to learn new software/systems.

Interpersonal Skills - Must demonstrate an ability to exercise poise, tact, diplomacy and an ability to establish and maintain positive, working/professional relationships with internal/external customers. Must demonstrate DPS' core values: Integrity, Excellence, Accountability, and Teamwork.

Analytical Reasoning/Attention to Detail - Must demonstrate an ability to examine data/information, discern variations/similarities, and be able identify trends, relationships and causal factors, as well as grasp issues, draw accurate conclusions, and solve problems.

Confidentiality and Protected Information - Must demonstrate an ability to responsibly handle sensitive and confidential information and situations and adhere to applicable laws/statutes/policies related to access, maintenance and dissemination of information.

Safety - Must be able to work in safe manner at all times, avoiding shortcuts that have potential adverse results/risks, and must be able to comply with safety standards and best practices.

Schedule and/or Remote/Telecommuting work and/or Travel - Availability for after-hours and weekend work may be required. Telecommuting up to 3 days per week. Travel occasionally statewide to conduct training presentations.

A DPS employee who is selected for a position in the same salary group and state title as their current position will be transferred with no salary change.

A DPS employee who is selected for a position in their current salary group with a new state title may receive

an increase of no more than 3.4% over their current salary regardless of posted salary.

Salary is contingent upon qualifications and is subject to salary administration and budgetary restrictions.
