Job Summary

The Drug Overdose Prevention Unit within the Injury & Violence Prevention Section (IVPS) is adding a Drug Overdose Prevention Unit Supervisor to their team! This position provides administrative and operational direction for the Drug Overdose Prevention Unit. This work includes leading, designing, implementing, and evaluating programs and policies intended to prevent or reduce the risk for death by overdose of drugs, including alcohol. Overdose deaths and non-fatal overdose events have a constellation of shared risk and protective factors to be explored and addressed by the incumbent and staff members. This work intersects across the section, Division and Agency, and with other local, state and federal partners.

Primary Job Responsibilities:
  • Provide day-to-day administration and monitoring of state and federal program activities and budgets in the Drug Overdose Prevention Unit of the IVPS.
  • Participate in community engagement efforts including coalition building, culturally specific initiatives, and other prevention efforts and collaborate with community in culturally appropriate strategies to prevent overdose.
  • Strategically plan and partner with all IVPS Units including Suicide Prevention, Violence Prevention Programs, and Substance Use Prevention Programs, to ensure programming and activities are developed and implemented along the continuum of prevention.
  • Work closely with the extensive epidemiology teams focusing on social epidemiology, drug use, and injury and violence prevention to ensure data-informed action and prioritization of populations bearing disproportionate risk of substance use-related harm.
  • Monitor the development and processing of grant applications, contract and grant agreements.
  • Assist in policy advisement and development for the Injury and Violence Prevention Section.

This position is eligible for telework to applicants who reside in Minnesota, Wisconsin, Iowa, North Dakota or South Dakota. Position locations will be determined by the top candidate and will be based out one of the following MDH district office locations: St. Paul, St. Cloud, Duluth, Rochester, Marshall, Mankato, Bemidji, Fergus Falls.

Occasional travel to in-person meetings is expected. Reimbursement for authorized business travel expenses is provided according to bargaining unit guidelines.

Qualifications

Minimum Qualifications

To facilitate proper crediting, please ensure your resume/application clearly describe your experience in the areas listed below and indicates the beginning and ending month and year for each job held. Only applicants whose resumes clearly demonstrate fulfillment of each of the minimum qualifications will be considered for this position.

Four (4) years of experience leading a comprehensive public health program in the field of overdose prevention. Experience to include all of the following:
  • Project management.
  • Strategic planning and budgeting.
  • Designing, implementing, and evaluating community-based overdose prevention programs, policies, and community engagement.
  • Experience with communities disproportionately impacted by overdose.

AND

Demonstrated experience in one or more of the following:
  • Experience as a supervisor, lead worker, team lead, project lead.
  • Completion of a State of Minnesota leadership program (e.g., ELI, L4, Everyday Leaders)
  • Completion of a similar or equivalent leadership development program through another organization.
  • A paid or unpaid position leading a program or chairing a committee, such as an Employee Resource Group (ERG). This experience must include 1+ years identifying issues, goals and strategic actions, AND 100+ hour per year time commitment.

A degree in public health, environmental health, counseling, psychology, sociology, or related program may count towards professional experience as follows:
  • Bachelor's = 12 months
  • Master's = 18 months
  • Doctoral = 24 months

Abilities, skills, and knowledge to be assessed at interview:
  • Written and verbal communication skill sufficient to present and disseminate information in a clear manner and provide professional consultation.
  • Ability to evaluate programmatic activities sufficient to develop a program evaluation plan and collect necessary reporting data.
  • Interpersonal skills sufficient to manage conflict in a collaborative way reaching mutually acceptable positive solutions.
  • Knowledge of and commitment to health equity.
  • Ability to use data to inform action.
  • Ability to successfully manage grants, contracts, and budgets.

Preferred Qualifications
  • Lived experience around substance use and/or drug overdose.
  • Master's degree in public health, environmental health, counseling, psychology, sociology, or closely related field.
  • Five or more years of working experience leading a team in a public health setting.

Additional Requirements
  • Must successfully pass a background and reference check.
  • This employment does not require a valid driver's license, but it does demand occasional travel, which the candidate will be responsible for meeting.
  • The successful candidate under U.S. Citizen and Immigration Services regulations must be able to accept work in the U.S. by the day employment begins. The agency is unable to offer H-1B sponsorship.
