Job Summary

The Evaluation Unit within the Injury & Violence Prevention Section (IVPS) is adding an Evaluation Unit Supervisor to their team! This position exists to define, design, develop, lead, and implement innovative theory-based evaluation approaches across the injury, substance use, and violence project areas. The incumbent will provide administrative and operational direction to the Evaluation Unit. This includes supervising evaluation staff, grant writing, preparing legislative testimony and proposals, leading meetings within, between and across state agencies, and mentoring staff and students. Evaluation in IVPS aims to assess the extent to which we are doing what we aim to do, how we can improve what we are doing, and describe the impact and effect of policy, program, and organizational change with the goal of reducing unintentional injury, substance use, violence, and disability. The incumbent will be tasked with overseeing evaluation efforts within each unit as well as the evaluation of overarching injury and violence prevention efforts across the section as a whole.

This position is eligible for telework to applicants who reside in Minnesota, Wisconsin, Iowa, North Dakota or South Dakota. Position locations will be determined by the top candidate and will be based out one of the following MDH district office locations: St. Paul, St. Cloud, Duluth, Rochester, Marshall, Mankato, Bemidji, Fergus Falls.

Occasional travel to in-person meetings is expected. Reimbursement for authorized business travel expenses is provided according to bargaining unit guidelines.

Qualifications

Minimum Qualifications

Only applicants whose resumes clearly demonstrate fulfillment of each of the minimum qualifications will be considered for this position.

Four (4) years of experience in a role evaluating public health programs or a tangential field of work. Experience must include the following:
  • Project management.
  • Evaluation plan development and implementation of public health programs and policies.
  • Evaluation reporting.
  • Involving community in evaluation development, implementation, and reporting.

AND

Demonstrated experience in one or more of the following:
  • Experience as a supervisor, lead worker, team lead, project lead.
  • Completion of a State of Minnesota leadership program (e.g., SEAL, ELI, L4, Everyday Leaders)
  • Completion of a similar or equivalent leadership development program through another organization.
  • A paid or unpaid position leading a program or chairing a committee, such as an Employee Resource Group (ERG). This experience must include 1+ years identifying issues, goals and strategic actions, AND 100+ hour per year time commitment.

A degree in public health, environmental health, counseling, psychology, sociology, or related program may count towards professional experience as follows:
  • Bachelor's = 12 months
  • Master's = 18 months
  • Doctoral = 24 months

Abilities, skills, and knowledge to be assessed at interview:
  • Written and verbal communication skill sufficient to present and disseminate information in a clear manner and provide professional consultation.
  • Interpersonal skills sufficient to manage conflict in a collaborative way reaching mutually acceptable positive solutions.
  • Knowledge of and demonstrated commitment to health equity.
  • Ability to use data to inform action.
  • Knowledge of shared risk and protective factors among injury, substance use, and violence outcomes.
  • Demonstrated success working with communities experiencing disproportionate rates of injury, substance use, and violence outcomes.

Preferred Qualifications
  • Master's degree in public health, epidemiology, environmental health, psychology, sociology, anthropology, or related field of study.
  • Five or more years of working experience leading a team in a public health setting.
  • Two years of experience working as a supervisor.

Additional Requirements
  • Must successfully pass a background and reference check.
  • This employment does not require a valid driver's license, but it does demand occasional travel, which the candidate will be responsible for meeting.
  • The successful candidate under U.S. Citizen and Immigration Services regulations must be able to accept work in the U.S. by the day employment begins. The agency is unable to offer H-1B sponsorship.
