The Research, Automation, and Data Division (RADD) Automation and Innovation Bureau is seeking a motivated, organized, multi-tasking, team player to join our team as the Electronic Benefit Transfer (EBT) Section Chief.

Under the direction of the Staff Services Manger III (SSM III), the Staff Services Manager II (SSM II) serves as the Section Chief of the Electronic Benefit Transfer (EBT) Section. The SSM II is responsible for working with existing systems to stay aligned with the department modernization efforts, synthesize program needs and partner with ISD and other divisions to automate data capture, enhance client and worker experiences, and innovate alongside the changing data, software, technology, and enterprise data landscape. The SSM II also encourages and supports human-centered design, contribute to the agency (and statewide) perspective on using data to better serve California, and advance efficiencies in data capture, automation, and linkage.

Working Conditions
Telework options are available. This position is located in a high rise building .

This position may be eligible for Hybrid telework under California Government Code Section 14200 for eligible applicants residing in California. All telework schedules are subject to change and may be reevaluated at any time. Specific telework arrangements may be discussed in more detail with the respective hiring manager. Telework does not change the terms and conditions of employment, the essential functions of job duties, or required compliance with the Department of Social Services policies. Headquarter location will be designated based on the selected candidate's primary residence location, and/or the closest CDSS location.

RADD manages major statewide initiatives to streamline and automate eligibility determination and benefit administration for key safety net programs, and leads efforts such as human-centered design, data governance, automation and continuous quality improvement, data visualization and analysis, and research partnerships to improve client outcomes and promote program integrity. Across these efforts, RADD provides coaching to the Department on all aspects of the data lifecycle.

A Statement of Qualifications (SOQ) must be submitted with Application/Standard Form (STD) 678. The SOQ should be typed, Arial 12 pt. font and no more than two pages. Application packages received without specific responses to the supplemental questionnaire will not be considered.

For the SOQ, please:

1) Describe your experience managing multiple large-scale government programs and/or projects, particularly in the field of social services or benefit distribution.

2) Describe your knowledge of, and experience with, the State's contract management processes.

3) Describe your experience working with State and Federal regulations related to benefit programs and your ability to ensure compliance with these regulations.

Training and Development assignments may be considered based on the availability of eligible candidates and are subject to approval by the Hiring Authority prior to appointment. Training and Development assignments are considered limited term, 12 months, and may be extended up to 24 months or become permanent.

Candidates who reside outside of the State of California may be admitted to the job interview, but they must provide proof of residence in California prior to being eligible for appointment.
