Operating under the administrative direction of the Information Technology Manager (ITM) II, who serves as the Chief of Infrastructure and Platform Services Office (IPSO), the Information Technology Manager (ITM) I holds the pivotal position of Database Platform Services Section (DPSS) Chief. In this capacity, the ITM I functions both as a seasoned technical expert and a leader, providing guidance and technical direction to a team of Information Technology (IT) professionals tasked with intricate assignments.

The primary responsibilities of the ITM I encompass planning, directing, managing, and monitoring the workload and performance of DPSS staff, as well as affiliated non-Financial Information System for California (FI$Cal) personnel, including consultants. The ITM I assumes a critical role in overseeing all activities within the FI$Cal DPSS, with a focus on the design, installation, configuration, patching and upgrades, monitoring and optimization, backup, recovery, maintenance, and operations of all Oracle databases supporting FI$Cal applications.

These applications include but are not limited to PeopleSoft, Hyperion, Oracle Business Intelligence, Oracle Identity and Access Management, Broadcom Automic Automation (UC4), Oracle Fusion Middleware Managed File Transfer, Oracle WebLogic, as well as any associated monitoring and development tools. Additionally, the ITM I takes charge of the technical testing of the FI$Cal system, encompassing performance testing, disaster recovery testing, and accessibility testing, ensuring the system's robustness and compliance.

Working Conditions

At FI$Cal, we offer a remote-centered position with the flexibility of telework for three or more days per week. In-office attendance is mandatory on designated days. Our office is located at 2000 Evergreen Street, Sacramento, CA. Candidates residing outside of California are welcome to interview, but proof of California residency is required before appointment. Please note, relocation and commute expenses are the responsibility of the employee.

This position requires the ability to work under pressure to meet deadlines and may require excess hours to be worked. The incumbent should be available to travel as needed and is expected to perform functions and duties under the guidance of the Department of FISCal's core values. The incumbent provides back-up, as necessary, to ensure continuity of departmental activities.

This position requires prolonged sitting in an office-setting environment with the use of a telephone and personal computer. This position requires daily use of a copier, telephone, computer and general office equipment, as needed. This position may require the use of a hand-cart to transport documents and/or equipment over 20 pounds (i.e., laptop, computer, projector, reference manuals, solicitation documents, etc.). The incumbent must demonstrate a commitment to maintain a working environment free from discrimination and sexual harassment. Department Information The Financial Information System for California (FI$Cal) is of significant scope, complexity, and sensitivity and has been identified as one of the largest financial business transformations the State has ever undertaken as it has changed the way all state departments conduct financial operations. The FI$Cal Enterprise Resource Planning (ERP) System enables the state to combine its accounting, budgeting, cash management, and procurement and contracting operation into a single, integrated financial management system. The FI$Cal ERP System eliminates the need for hundreds of independent legacy systems and department-specific applications that previously supported internal business operations of the state. Assembly Bill 156 (Stats. 2022, Ch. 569, Sec. 18 and 24 ) recognized the completion of the FI$Cal project and codified a "road map" of future work the Department of FISCal must achieve before 2032.

  • Oracle Application Expertise:

    • Demonstrated experience in designing and implementing robust disaster recovery solutions for complex systems.

    • Demonstrated ability to plan, develop, and execute strategies, including the adoption of feasible cloud-based solutions, for efficient and cost-effective operations and maintenance of software platforms.
  • Data Center Management:
    • Experience in planning and managing the installation of hardware and network connectivity at data centers.
  • License Maintenance and Renewals:
    • Track record of effectively managing software and hardware license maintenance renewals.
  • Team Leadership and Workload Management:
    • Proven ability to plan, direct, and manage the workload of staff, including consultants, with a focus on timely and successful completion of activities.
    • Experience in hiring, developing, and retaining competent staff to support current and future needs.
