Role Summary:

The EHS & Governance Analyst reports directly to the VP US Testing and represents the first line of defense for the Oxnard Engineering Campus (OEC) regarding adherence to all relevant Environmental, Health, and Safety (EHS) topics, quantifies and monitors environmental risk, as well as supports QMS/ISO Management system maintenance and compliance.

Furthermore, the EHS Analyst works alongside and in close partnership with the Campus Operations Management, and escalates critical issues to onsite management, as well as to VWGoA EHS department (2nd line of defense). The role additionally is supporting the filing and maintenance of all required permits for various governmental authorities within applicable scope of work in this role.

Role Responsibilities:

Environmental, Health, and Safety - EHS (70%)
  • Maintains OEC compliance with government Environmental and OSHA regulations, VWGoA EHS protocols and current VWGoA directives.
  • Acts as the designated VWGoA Site Environmental Representative (SER).
  • Interacts with local fire department personnel during inspections or emergencies.
  • Conducts regular internal EHS site inspections, reports findings to OEC EHS committee members and seeks resolutions to findings.
  • Schedules California Air Resources Board Refrigerant Management Program leakage testing and submits annual reporting.
  • Assures work related injuries are reported according to OSHA and VWGoA requirements.
  • Supports emergency response to hazardous materials releases or environmental incidents.
  • Resolves EHS audit inspection deficiencies and recommends improvements.
  • Coordinates site universal/electronic waste compliance and disposal.
  • Assures site compliance with California state recycling requirements.
  • Maintains record keeping of EHS documentation.
  • Tracks Hazardous Waste Manifests and quantities to California Department of Toxic Substances.
  • Updates California Environmental Reporting System documentation annually or as needed.
  • Maintain site chemical Inventory of Safety Data Sheets (SDS) database.
  • Tracks and assures timely scheduling of compliance related inspections in collaboration with the VWGoA facility management supplier.
  • Participates in leadership and management review meetings pertaining to environmental and quality management systems and communicates updates to leadership.
  • Escalates critical topics to the UST Core leadership team (CLT), as well as VWGoA EHS department as needed

Project Management (10%)
  • Supports OEC management regarding campus improvement projects.
  • Proposes EHS related initiatives and supports VW Group and OEC Sustainability targets.
  • Conducts required awareness trainings for Oxnard Engineering Campus personnel.
  • Support Event Management and Employee Engagement activities and general business administration

Governance (20%)
  • Supports for the maintenance and continual improvement of the US Testing management systems and their processes.
  • Collaborates and supports all US Testing teams at the OEC to create QMS documentation for ISO readiness and compliance.
  • Assists with ensuring the UST Emissions Laboratory QMS is compliant with ISO 17025 standards.
  • Maintains awareness of most updated versions of management system standards utilized at US Testing and attends trainings and workshops as required.
  • Assists with audit preparation, as well as participates in related assessments and audits EHS and management systems.
  • Considers audit findings and integrates corrective actions with UST Leadership guidance.
  • Supports risk management efforts, assists with quarterly and annual risks reporting processes.
  • Supports creation, maintenance and tracking of quality objectives.


Qualifications:

Years of Experience:
  • 3- 5 years

Education - Required:
  • Bachelor Degree of Environmental Science, Business Administration, or equivalent experience

Education - Desired:
  • Master's degree in business administration or related field or equivalent
  • ISO 9001/17025 Certification

  • Working knowledge of environmental policies, procedures, and guidance to meet legal and regulatory requirements (e.g., EPA, RCRA, Clean Air Act, Clean Water Act, TSCA)
  • Knowledge of QMS Management systems

Specialized Skills - Desired:
  • Certified Safety Professional
  • OSHA Certification
  • Spanish and/or German Language Proficiency
  • Familiarity with VWGoA Corporate EHS Processes and Procedures
  • Hazmat Certification
  • Automotive Industry administrative experience
  • Knowledge of ISO 9001/17025 standards

Work Flexibility:
  • Work schedule based on business requirements (min. 40 hours/week)
  • Domestic travel (average 1-2 times per year) required for business and training
