Job Summary

The Learning & Development Specialist position involves designing, developing, providing, and promoting digital learning events for the Human Resources division's Public Safety (DPS) Training and Development function. This includes creating, publishing, and delivering virtual classroom and eLearning for agency-wide learning and development. The position will focus on creating eLearning content that caters to a diverse audience, including individual contributors, supervisors and managers, agency trainers, and subject matter experts. Additionally, the incumbent will support leadership and mentorship programs, and provide administrative assistance to coordinate, administer, and maintain agency training and development services. The role also involves assisting in the administration of the Enterprise Learning Management (ELM) system.

This position will have the option of teleworking; however, it will be based on the business needs of the unit and is at supervisory discretion.

Qualifications

Minimum Qualifications

Three (3) years of professional experience in designing and delivering inclusive and equitable presentations, digital content, and facilitated experiences to individuals and groups.

Experience must also demonstrate:
  • Knowledge and experience with training and development methodologies/instructional design, adult learning strategies, and eLearning instructional design.
  • Knowledge and experience using eLearning authoring tools, software/platforms, web-based applications (i.e. Articulate 360, Camtasia Studio, and Video and Audio production/editing software).
  • Highly skilled in Adobe Acrobat and Microsoft 365 applications (MS Teams, PPT, Excel Word, SharePoint)
  • Ability to design, develop, publish, and manage eLearning training using SCORM and AICC.
  • Ability to host and coordinate learning events, including oviding training coordination for an organization providing training coordination for an organization.
  • Experience creating digital content for asynchronous delivery (i.e., self-paced learning content, podcasts, videos, etc.), and design skills to incorporate creative elements into learning content.
  • Ability to write clear and effective course content and scripts, voiceovers, and effective communications sills to work with colleagues, SMEs, other state staff; and individuals from diverse backgrounds

Preferred Qualifications
  • Proficiency with learning management systems.
  • Knowledge of creating accessible learning that are Section 508 and WCAG 2.1 compliant.
  • Ability to plan and schedule multiple projects.
  • Project management and organizational skills sufficient to deliver timely digital learning materials.
  • English and business writing skills sufficient to translate complex topics using plain language and to develop engaging course content and promotional materials.
  • Associate or higher degree in Human Resources Development, Adult Education, Instructional Design or related degree.
  • Experience with developing and delivering e-learning or classroom training; or related experience providing training coordination for an organization.
  • Knowledge of the state's purchasing and professional/technical contracting processes.

Physical Requirements

Requires occasionally moving and transporting such articles as file boxes and heavy hand tools or heavier materials with help from othersand moving and transporting light objects frequently. Even though the weights being moved and transported may be a negligible amount, a job in this category may require positioning self to move to a significant degree or may involve maintaining a stationary position for extended periods.
