Under the general direction of a Program and Project Supervisor of the Offshore Renewable Energy Planning Unit in the Climate Initiatives Branch of the Siting, Transmission and Environmental Protection (STEP) Division, the Electric Generation System Program Specialist I (EGSPS I) is required to have a high degree of skill to be able to lead and be responsible for varied, difficult, and complex technical analyses. As a subject-matter expert, the incumbent will perform complicated analytical studies and consultative assignments in the field of electric generation and transmission system planning, including offshore renewable energy integration and reliability as well as supporting infrastructure requirements, particularly transmission and distribution system needs.

As the lead for STEP Division's Voluntary Offshore Wind Program, the incumbent will develop and implement first of a kind rules and standards for the program, including those that complement federal leasing activities for offshore wind energy. The incumbent will lead the STEP Division's role in advancing the capabilities of ports and waterfront facilities for construction of offshore wind turbines and related components. The incumbent will also evaluate transmission infrastructure needs and options, including subsea cables, and transmission planning strategies to develop offshore renewable energy resources and other renewable and zero-carbon resources.

The incumbent will conduct analysis to support the planning, siting and development of energy and transmission infrastructure in an environmentally responsible manner. This includes the ability to evaluate new and emerging generation, distribution, and transmission to advance offshore renewable energy goals and policies, Renewable Portfolio Standard and zero carbon resource targets, and greenhouse gas emission reduction goals, while maintaining a reliable and cost-efficient generation system.

The incumbent will work well with people inside and outside the Energy Commission, including members of the general public and personnel from California state agencies and federal agencies; perform well under the pressure of deadlines; exercise good communication skills, and prepare quality reports for expert and lay person readers. The incumbent is required to provide oral and written presentations and must be able to evaluate and prioritize daily workload.

Working Conditions

The CEC supports a hybrid workplace model with office-based and remote-centered workers. Limited in-person attendance and occasional travel may be required based on the needs of the division. Regular and consistent attendance is essential to successful performance. This position is remote-centered, which means the incumbent works 50 percent or more of their time from an alternate work location.
