Position Summary

This position serves as an Engineer/ Construction Project Manager in the Construction and Facilities Management Office (CFMO) at the Department of Military Affairs (DMA). Duties will include budgeting, planning, design, design oversight, and construction management of DMA facilities. The position will act independently as the Owner's Representative for construction contract purposes and as the Agency Representative, or the liaison, with the Project Manager assigned by the Department of Administration. The position will manage the design and direct the construction of assigned and/or delegated projects by coordinating the work of the Project Architect/Engineer and Owner/Agency staff, or act as the said Architect/Engineer as necessary. This position will ensure that the construction of DMA facilities is completed in accordance with all applicable laws, codes, statutes, administrative requirements, approved programs, schedules and budgets. Typical projects include exterior/interior facility repairs/construction, pavements and parking lots, and other projects related to Army National Guard buildings, armories, vehicle maintenance shops, and aviation maintenance shops.

The Design and Project Management Branch is responsible for providing efficient project management services to stakeholders including divisions, contractors and consultants for a wide range of multidiscipline projects. The incumbent will function with a high degree of independence within the framework of laws, rules and general policy of the Department and State. Additionally, the incumbent has engineering responsibilities which requires tact and sound judgement contact with the public, private officials, and architectural/engineering consultants on highly sensitive and complex engineering reviews.

Salary Information

Starting pay will be between $87,360 to $101,067 annually ($42.00 to $48.59 per hour), plus an excellent benefits package. This position is in pay schedule/ range 14-13 . For current permanent state employees, pay will be set in accordance with the State Compensation Plan.

A 12-month probationary period may be required.

Job Details

This position has the following conditions of employment:
  1. After hire, the incumbent must be able to obtain and maintain a federal Common Access Card (CAC) for gaining access to federal computers and networks.
  2. Must have a valid driver's license and be able to travel throughout the State of Wisconsin.


Qualifications

Candidates who meet minimum qualifications will be able to show that they have:
  • An earned degree in Civil, Electrical, or Mechanical Engineering, or an equivalent engineering program from an accredited college or university,
OR
  • Be a registered Professional Engineer in Wisconsin, or Certified Engineer-in-Training who will have passed the State of Wisconsin examination for registration as a Professional Engineer before the end of a 12-month probationary period, as defined by Wisconsin Statutes Chapter 443.
