VDOT's Salem District has exciting opportunities in its Materials Department. We are seeking qualified candidates to fill an Engineer Specialist Supervisor vacancy. This position provides supervision, coordination, and technical assistance to engineering technicians in inspection, production, handling, testing, and placing central mix and open-graded aggregates, hot mix asphalt, and the Nuclear Density Gauge program. This position also ensures quality documentation, record keeping and organization of field reports and test reports, and oversees the System Based Independent Assurance (IA) process for asphalt, aggregates and soil testing in the Salem District.

inventories

• Demonstrated ability to supervise the work of others
• Ability to effectively communicate orally and in writing with internal and external customers
• Considerable knowledge of plant and field quality assurance sampling and testing methods,
frequencies, and procedures
• Considerable knowledge of quality control and quality assurance concepts and practices
• Ability to train and assign and check the work of staff
• Skill in providing and promoting good customer service to internal and external customers
• Ability to work independently and in teams, including industry and management

Minimum Qualifications

• Valid driver's license
• Considerable knowledge of quality control, quality assurance concepts and practices
• Experience in highway construction, maintenance materials, materials sampling and testing
procedures, statistics analysis methods and AASHTO and AMRL laboratory accreditation
requirements
• Ability to perform mathematical calculations and apply statistical concepts in sampling and
testing of materials
• Considerable knowledge of field quality assurance sampling and testing methods,
frequencies, and procedures
• Ability to work in the area of low-level ionizing radiation
• Experience applying supervisory principles and practices to include performance
management and discipline
• Ability to interpret and apply rules, regulations, test methods, and specifications
• Skill in the use of computers, software applications and smart phones, including
spreadsheets and web-based applications
• Ability to obtain required certifications within 12 months of employment
• Ability to work independently and in teams, including industry and management

Additional Considerations

• Current possession of required materials certifications: Asphalt Surface Treatment, Asphalt Slurry Seal, Asphalt Field Level II, and Asphalt Plant Level II
• A combination of training, experience, or education in Civil Engineering Technology or
related field desired
• Prior experience supervising technician level staff
• Skill in interpreting plans, drawings, manuals, test methods, and specifications
• Knowledge of materials quality control and quality assurance practices
• Several years' experience in materials testing, construction, maintenance, or a related field
desired
• Understanding and ability to the use various software applications to efficiently analyze and report findings
• Prior experience conducting asphalt inspections and providing recommendations to address observed deficiencies
• Ability to investigate and provide recommendations to address asphalt-related problems to support new construction and maintenance projects
• Prior experience in laboratory equipment calibration and documentations meeting AASHTO Resource Accreditation requirements
