This position is located in the Water Resources Allocation Program (WRAP), District VI Office in Santa Fe, New Mexico.

Why does the job exist?

This position supervises the domestic well technicians who are responsible for reviewing, researching and processing domestic water rights and changes of ownership applications. This position is also responsible for the QA/QC of data entered into the WATERS database. The District VI encompasses the Northern Rio Grande and Upper Pecos Water Basins. This area encompasses seven counties, the Rio Chama, and the Rio Grande Rivers from Colorado to Cochiti Lake. This assistance is critical to the effective operations of the program. This position is also the first point of contact for the general public; answering general questions, routing telephone calls for the district staff, accepting filing fees, issuing receipts, finalizing changes of ownership, and other technical analysis assistance. It performs advanced technical hydrological analysis on existing water resources and uses this engineering-based analysis to make determinations when approving or disapproving water rights applications. This position independently reviews subordinates' recommendations on water rights. This position will oversee development methods and operating procedures for implementing and using advanced engineering technology to analyze and track water rights and for performing complex determinations of the elements of water rights.

How does it get done?

This position will serve and provide the following:

1. First point of contact for the public to answer water rights related questions and concerns to include routing telephone calls for the district staff. Collects filing fees for permit applicants and
balances a daily cash drawer.

2. Reviews and process permits & well logs for compliance - Issuance and review is done through Quality Assurance/Quality Control of application intake & entered into agency's W.A.T.E.R.S
program accurately and with a deep understanding of state laws and code regarding water wells and their construction.

3. Maintain accurate records and documentation of all incoming applications, vehicle fleet, meter readings, and mail log

4. Interacts with customers - is done by effectively communicating with the general public what Federal, State, and Local regulations are when they contact the water rights office.

5.Conduct site visits and inspections and address compliance issues

6. Provides leadership of staff - is done by training staff to the best of their ability to perform tasks required. Ensure staff is informed of all regulations and polices issues by the agency.

The general public, water right owners, realtors, brokers, consultants, mayordomos and pariciantes (these words are pronounced in Spanish) and other agency staff members.

Ideal Candidate

The ideal candidate will have the following experience:

1. Experience processing water right applications or permits.
2. Experience supervising staff.
3. Experience working with the public.
4. Experience with daily cash balancing and deposits.
5. Excellent communication and customer service skills.

Minimum Qualification

High School Diploma or equivalent and six (6) years of relevant experience. Substitutions Apply. See Substitution Table below.

Employment Requirements

Must possess and maintain a valid Driver's License. Must possess and maintain a current Defensive Driving Course Certificate from the State of New Mexico or must pass and receive Defensive Driving Course Certification within six (6) months of date of hire as a condition of continued employment.

Working Conditions

Work is performed in an office setting with exposure to Video Display Terminal (VDT) and extensive personal computer and phone usage. Some sitting, standing, bending, and reaching may be required, Use of Xerox machine, scanners, printers and telephone. Long hours in front of a computer terminal. Long hours of researching and reading vast amounts of water rights information.

Incumbent is expected to be comfortable with customer service over the phone and in person. Occasional field work requires the use of digital cameras and a global positioning system. Occasionally reporting to remote work sites and field work that may encounter adverse weather and difficult terrain. Some climbing/hiking short distances to identify source water locations. May require brief periods of work in cold and/or inclement weather.
