Introduction

The Wisconsin Department of Natural Resources (DNR) , Bureau of Community Financial Assistance, Environmental Loans Section is hiring a Federal Program & State Policy Expert to serve as a loan project manager and work closely with the United States Environmental Protection Agency (EPA) to ensure the DNR's related policies, programs, and financial activities are in full compliance with federal requirements in the Safe Drinking Water Loan Program (SDWLP).

This position is headquartered at the DNR's central office in Madison, WI. Remote work is available for a portion of the work week, after the initial onboarding period.

Position Summary

This position is responsible for assessing federal policies and codes and applying them to our projects. The role will coordinate program fund reviews, ensure policy compliance, and prepare required reports and other documentation. The position coordinates with various DNR programs to ensure budget requests are included in capitalization grant applications and then prepares and submits all capitalization grant documentation to the EPA. The liaison will be directly involved with new federal policy and program requirements for areas such as the Lead Service Line Program, Emerging Contaminants program, and the Build America Buy America Act.

Additionally, this position is the expert at interpreting existing code and statutes. This position analyzes new program requirements at the state and federal level and is responsible for managing all rules associated with the SDWLP. This includes analyzing program needs, identifying code lapses or conflicts, recommending rule revisions and/or new rule language to meet those program requirements, and drafting code language consistent with Legislative Reference Bureau standards.

Salary Information

Starting pay for this position is between $37.00 - $41.00 per hour ($76,960 to $85,280 annually).

This position is included in the classification of Program and Policy Analyst - Advanced within Pay Schedule/Range 07-03. This position is not represented by a collective bargaining unit. Pay on appointment will follow the provisions of the State of Wisconsin Compensation Plan.

Travel: Travel throughout the state is required occasionally.

Qualifications

Required qualifications include experience in ALL the following criteria:
  • Interpreting federal or state statutes, codes, regulations, policies and/or guidance materials.
  • Leading and/or collaborating with diverse workgroups (internal & external) to develop proposals and/or make recommendations related to complex, high level program decisions or new program development.
  • Drafting and/or evaluating program related policies.
In addition to the above, best-qualified applicants will also have a combination of the following:
  • Project management experience (e.g. develop budgets, timelines, workplans, track project completion, meeting deadlines, etc.)
  • Data management experience (i.e. analyzing detailed & complex data and evaluating results to produce oral and written reports)
  • Experience with the governmental process of developing or revising state administrative rules (e.g. scope statement, green sheet package, public hearing documents, proposed rule language in board order format, fiscal estimate, briefing materials, etc.)
  • Experience with government full lifecycle policy development (i.e. drafting, review, public comment, outreach, training, and implementation)
  • Experience applying for and managing federal grants.
