The City of Phoenix is seeking an Environmental Quality Specialist. This Environmental Quality Specialist is assigned to the Office of Environmental Programs. The incumbent assists in coordinating environmental technical and regulatory work for a variety of City departments and functions and interacts with regulatory agencies and other entities. This position is responsible for conducting environmental facility assessments for compliance with RCRA, Clean Water Act, Clean Air Act, and similar.

The position will help develop and promote city policies in the areas of stormwater, pollution prevention, regulatory compliance, green stormwater infrastructure, and others; conducting inspections and other tasks in support of the city's environmental compliance program; reviewing Phase I and Phase II Environmental Site Assessments; assisting with citywide regulatory environmental training; assisting with tracking and evaluating new rules/policies on stormwater, hazardous materials, pollution prevention, or related topics from appropriate regulatory agencies; providing backup coverage for OEP with the Stormwater Working Group; and assisting with a wide range of environmental programs and challenges. In rotation with others, this position will cover the OEP 24/7 on-call hotline for hazardous dumping.

IDEAL CANDIDATE

  • Strong skills in written and oral communication, including the ability to lead training sessions and present at public meetings.
  • Working knowledge of safety and environmental regulations related to construction and stormwater management.
  • Working knowledge of RCRA regulations, Clean Water Act NPDES permitting programs, spill reporting requirements under EPCRA, CERCLA, and CWA, and stormwater best management practices.
  • Proficient in Adobe Acrobat, Excel, PowerPoint, and Word.

SALARY

Pay Range: $63,044.80 to $97,780.80 annually.

Hiring Range: $63,044.80 to $88,691.20 annually.

MINIMUM QUALIFICATIONS

  • Two years of professional level experience in the field of ground or surface water, air, or soils management.
  • Bachelor's degree in hydrology, environmental engineering, geology, environmental science, hydrogeology, biology, chemistry, hazardous materials management, or a related field.
  • Other combinations of experience and education that meet the minimum requirements may be substituted.
  • Working more than forty hours in a workweek without additional compensation to perform assigned job duties, including weekends, evenings, early morning hours, and holidays as required.

Individuals must be physically capable of operating the vehicles safely, possess a valid driver's license and have an acceptable driving record. PREFERRED QUALIFICATIONS

The minimum qualifications listed above, plus:
  • Experience with ASTM E1527 Phase I Environmental Site Assessments (ESAs); experience with Phase II ESAs and remediation projects preferred.
  • Experience in the application of scientific principles and environmental regulations to complex environmental questions.
  • Experience managing and coordinating activities related to environmental audits at operating facilities and construction sites, including follow-up to ensure implementation of applicable corrective actions.
  • Experience conducting environmental assessments and compliance audits of operating facilities and construction sites.
  • Experience with Phase II ESAs and remediation projects.
  • Experience with analyzing and enforcing compliance with Federal, State, and local environmental regulations such as RCRA, Clean Water Act, State Protected Surface Waters, and Clean Air Act.
  • Experience with ArcGIS.
  • Experience with other environmental regulations such as wildlife laws or Clean Water Act Section 404.
  • More than 2 years experience in the field with practices to comply with Federal, State, and local environmental regulations, particularly in the fields of stormwater and hazardous materials.
  • Three years of professional level experience in environmental compliance.
  • At least one year experience in the field with practices to comply with Federal, State and local environmental regulations, particularly in the fields of stormwater, RCRA, and hazardous materials.
  • CESSWI and/or CPESC certification is desirable.
  • Hold stormwater inspection certification(s) and have current RCRA and/or OSHA HAZWOPER training.
