SUMMARY OF ESSENTIAL DUTIES AND RESPONSIBILITIES

An employee in this position may operate a refuse packer and/or a variety of light, heavy and special purpose maintenance and repair equipment. The employee is responsible for the safe and efficient operation of assigned vehicles and equipment. Performance of manual tasks in assigned work is required. The work is performed under the supervision and direction of an assigned supervisor, but leeway is granted to exercise independent judgment and initiative. Individuals classified as Equipment Operator I may be non-competitively promoted to Equipment Operator II based on the demonstrated ability to operate all Public Works motorized equipment and two consecutive annual evaluations of Above Average (score of 400 or better out of 500) as Equipment Operator I and the recommendation of the Department Head and the approval of the City Administrator.

ESSENTIAL DUTIES & RESPONSIBILITIES include the following. Other duties may be assigned.
  • Operates a variety of motorized maintenance and repair equipment, including backhoes, front-end loaders, skid-steer loaders, roll-off trucks, boom trucks, tandem dump trucks, pavement rollers, leaf vacuums, woodchippers, line strippers, mowers and other similar equipment.
  • Operates a refuse packer for the collection of solid waste or recyclables on an assigned route.
  • Inspects and performs pre and post-route preventative maintenance on vehicles and equipment including checking and filling fuel, oil, transmission and hydraulic fluids, water, lubricants and other fluids, and checking brake adjustments to ensure safe and appropriate use of assigned equipment.
  • Loads and hauls equipment, trash, debris, gravel, asphalt, fill dirt, top-soil, and crews to job-sites and landfill as assigned.
  • Learns established City solid waste routes and usual collection points for residences and businesses.
  • Determines acceptability of solid waste or recyclables in accordance with Department standards.
  • Determines acceptability of solid waste containers and tags containers to notify owners of problems related to weight, construction and condition of containers in accordance with Department standards.
  • Operates snowplow and ice removal equipment.
  • Informs supervisors of problems associated with collection route and materials placed for disposal.
  • Provides needed information and demonstrations concerning how to perform certain work tasks to new employees in the same or similar class of positions.
  • Keeps immediate supervisor and designated others fully and accurately informed concerning work progress, including present and potential work problems and suggestions for new or improved ways of addressing such problems.
  • When not engaged in the operation of vehicles or equipment assists in vehicle maintenance in repair shop or performs manual tasks of an unskilled or semi-skilled laborer as required.
  • Attends meetings, conferences, workshops and training sessions and reviews publications and audio-visual materials to become and remain current on the principles, practices and new developments in assigned work areas.
  • Responds to citizens' questions and comments in a courteous and timely manner.
  • Willingly and cooperatively accepts other duties and responsibilities as assigned.
SUPERVISORY RESPONSIBILITIES - May supervise daily work of assigned subordinates in accordance with the policies of the City and the Department and applicable laws. Responsibilities include training employees; supervising and directing work; assisting in appraising performance; and recommending rewards and discipline.

QUALIFICATIONS:

Possession of a high school diploma or GED Certificate and some experience in equipment operation and roadside maintenance, and/or any equivalent combination of education and experience that provides the essential requirements of work.

CERTIFICATES, LICENSES, REGISTRATIONS:

Must possess a Maryland Class B Commercial Driver's License with Air Brakes endorsement or a comparable driver's license issued by the employee's state of residence, and a proven safe driving record. Must have the ability to acquire certification as a Registered Flagger. Must be able to attain the following certifications in the Incident Command System (ICS) within 6 months of employment: ICS-100, and ICS-700. EOE
