Clarification from the agency

Well-qualified surplus/displaced Federal employees (CTAP/ICTAP) in the local area and all current/former Federal employees that are/were in permanent competitive service positions (status candidates). Duties

The Ethics Program Specialist position is located in the U.S. Department of Justice, Executive Office for United States Attorneys (EOUSA), General Counsel's Office (GCO), Financial Disclosure Unit. The Financial Disclosure section of GCO is responsible for reviewing and certifying a wide range of public and confidential financial disclosure forms each year, including nominees for more than 93 Presidentially Appointed, Senate-confirmed (PAS) positions in EOUSA.

Duties include:
  • Oversees the process of new United States Attorneys (USA)/nominees and Supervisory Assistant United States Attorneys to ensure completion of the required public disclosure forms.
  • Serves as a subject matter expert (SME), functioning as a resource for attorneys and other professional staff in GCO as well as other EOUSA officials, on the complex procedural rules and substantive requirements for nominee ethics vetting and financial disclosure.
  • Analyzes each Presidentially Appointed Senate confirmed USA candidate's financial holdings for conflicts of interest and work closely with GCO attorneys to ensure appropriate steps are taken to resolve any actual or apparent conflicts of interest.
  • Researches, interprets, analyzes complex issues and drafts or assists the General Counsel Office Staff in preparing recommendations including options to address ethics concerns through waivers, recusals, or divestitures.
  • Serves as a certifying official for new entrant, annual and termination public and confidential financial disclosure reports worldwide.
  • Manages the ethics process for all candidates nominated for a Presidential Appointee Senate confirmed or United States Attorney positions.
  • Ensure all nominee vetting and compliance data is appropriate recorded in the databases, and it is appropriately recorded by administrative staff.

Due to the sensitive and confidential nature of financial disclosure reports, the incumbent will exercise sound judgment and discretion in handling all inquiries.

  • Initial appointment is conditioned upon a satisfactory pre-employment adjudication. This includes fingerprint, credit and tax checks, and drug testing. Continued employment is subject to a favorable adjudication of a background investigation.

Qualifications

GS-13: At the GS-13 level, you must meet one year of specialized experience at the GS-12 level in Federal service.

Specialized Experience: is defined as experience in reviewing financial disclosure reports and confidential information for completeness, accuracy, and compliance. Identifying potential conflicts of interest, non-compliance and recommendations for resolution. Researching and reviewing agency policies, regulations and procedures on the federal ethics program. Providing guidance on ethics programs.

Interagency Career Transition Assistance Plan (ICTAP)- The ICTAP provides eligible displaced Federal competitive service employees with selection priority over other candidates for competitive service vacancies. Your assessment results will be kept on record for one year and used toward future positions for which you might apply that require the same assessments.

To be considered for the position, you must meet all qualifications, including meeting or exceeding the cut score on the required assessments.
