Description

  • Directs, manages and provides administrative leadership for the District's centralized purchasing function and document management and print services functions.
  • Directs, manages and provides support and develops the centralized procurement department in conjunction with construction procurement department.
  • Directs and manages negotiations for strategic partnerships with commercial vendors in Dallas ISD's efforts to accomplish its goals.
  • Ensures processes and procedures for procurement are in compliance with State and Federal guidelines.
  • Oversee the review and update of procurement program procedure guides, manuals, resources and district policies for current on ongoing compliance with State and Federal guidelines.
  • Ensures the expenditures and expenses of the District bring the best value to each department and campus in the District's efforts to promote and support Dallas Independent School District student achievement.
  • Supervise report development and attend School Board meetings and serve as a resource to administration regarding processes, compliance and functions of procurement activities.
  • Manages and develops the Document Management and Print Services internal service fund, which includes revenue streams from print, mail and copier repair services.
  • Design and implement programs to improve efficiencies and effectiveness of procurement programs.
  • Evaluate job performance of employees to ensure effectiveness.


Qualifications

  • Bachelor's Degree from an accredited university Business Administration or directly related field required.

    TASBO or Certified Purchasing Manager (CPM) certification preferred.
  • Ten years of business operations, procurement and/or technical contract assistance and preparation experience, including three to five years of supervisory experience required.
  • Knowledge of the principles of procurement, contracting and construction management; methods of cost analysis; work scheduling methods; general principles of supervision and training; the ability to read and interpret construction related financial documents including qualifications, bids, proposals, requests for draws, and change orders with a strong knowledge of State, Federal and School District procurement rules, policies and procedures.
  • Establish strong interpersonal and communication skills and the ability to work effectively with a wide range of constituencies in a diverse community.
  • Ability to analyze problems, identify solutions and implement plans for resolution.
  • Skilled in examining and re-engineering operations and procedures, formulating policy, and developing and implementing new strategies and procedures.
  • Awareness of organizational structure, workflow and operating procedures.
  • Capability to supervise and develop team, to include organizing, prioritizing, and scheduling work assignments.
  • Competency to foster a cooperative work environment.
  • Ability in budget preparation and fiscal management.
