JOB DESCRIPTION:
Provide professional support services to General Counsel. Possess considerable knowledge of legal procedures and practices, legal terminology, administrative law procedures, the Texas Public Information Act, and the Local Government Records Act.
DUTIES and RESPONSIBILITIES:

  1. Monitor general legal and litigation activities related to complaints and grievances (Local, OCR, EEOC, SBEC, and TEA), lawsuits, contracts, public information requests, subpoenas, elections, and records management to ensure that all appropriate documents and responses are filed in a timely manner.

  2. Coordinate District trustee and bond elections working directly with the Superintendent, General Counsel, Trustees and Election Officials.

  3. Coordinate the gathering of information and documents from various departments and campuses to respond to litigation discovery, complaints, in-house investigations, and grievance hearings.

  4. Work with General Counsel and outside legal firms in the preparation of necessary documents related to contracts and employee matters, student matters, and other legal matters.

  5. Prepare the official record for grievance hearings before the board of trustees, schedule the hearings with all parties, and prepare notice letters.

  6. Assist campuses and departments in resolving general legal issues and interpret and implement District policies, procedures, and court documents.

  7. Supervise and evaluate the work of the legal assistant.

  8. Assist in TASB Policy Updates and Local District Updates. Coordinate policy changes with TASB to update the on-line policy manual, maintain the District's paper policy manual and the history of District policy.

  9. Draft District procedures, routinely review current procedures, and oversee the maintenance of the District's Procedure Manual.

  10. Coordinate District's response to Public Information Act Requests within strict timelines.

  11. Oversee and respond to properly served subpoenas for District records by verifying validity of subpoenas, coordinate and oversee timely compliance, collect responsive documents, redact as necessary, and prepare business records and affidavits.

  12. Coordinate Board agenda items for submission to the Board of Trustees.

  13. Compose routine correspondence and memorandum in accordance with instructions.

  14. Review court orders regarding child custody and possession, expunctions and the sealing of files/records, and provide guidance to departments and campuses as needed.

  15. Communicate effectively in both oral and written form and provide judgment and discretion when handling confidential information.

  16. Work independently and exercise discretion in the performance of all duties.

  17. Perform other duties as assigned.

  18. Maintain confidentiality of information.

  19. Maintain regular attendance and punctuality.
EXPERIENCE:

  • Prior experience working in the legal field and in a public-school setting
QUALIFICATIONS:
Education/Certification:
  • Associates degree, Paralegal certification, or equivalent work experience in the legal field and the education field

Special Knowledge/Skills:
  • Proficient skills in typing, data entry, word processing and file maintenance
  • Ability to operate computer/computer applications to include Excel, Google Docs, contract management systems such as Adobe Sign
  • Ability to communicate effectively orally and in writing
  • Ability to deal with disgruntled individuals in situations involving the school district
  • Excellent public relations, organizational, communication, and interpersonal skills
